- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Detachment Norfolk, VA intends to issue a sole source fixed price contract to Information Handling Services, Englewood, CO for the renewal of our lease of their information retrieval system for one year, which offers access to a wide range of military and commercial documentation, logistics and parts data base services, and vendor catalogs via online capabilities with a Windows application of the web using a standard browser. 0001: Universal Parts Center Database via the Internet with connectivity for up to five concurrent users; Haystack Windows Online Service with Updates for one user; Haystack Gold Logistics Service for 6 concurrent users; Specifications and Standards Essential Service for five concurrent users; Navy APL/AEL Service for 6 concurrent users; CATALOGXpress Service for five concurrent users; and Information and Education Service for two concurrent users. 0002: 4D Online Parts Universe Service for three users. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
