Description
The United States Geological Survey (USGS), Cascades Volcano Observatory (CVO) has a need for a qualified contractor to provide assistance in hazard response and database activities related to the Volcano Disaster Assistance Program, based at CVO. An indefinite-delivery, indefinite-quantity contract is contemplated; individual task orders will be issued as needs arise that identify specific tasks to be performed within the general scope of this contract, as described below. The USGS contemplates a contract with a four-year ordering period, which may or may not include the use of option years. The Volcano Disaster Assistance Program (VDAP) is a cooperative effort, jointly funded and authorized by the USGS Volcano Hazards Program and USAID's Office of Foreign Disaster Assistance (OFDA), and physically headquartered at CVO in Vancouver, WA. VDAP's mission is to prevent volcanic crises from becoming volcanic disasters. This mission is accomplished by: 1) maintaining a team of rapid responders and a cache of volcano monitoring equipment, and responding to episodes of volcanic unrest anywhere in the world at short notice; 2) cooperative work with counterpart agencies in developing nations to enhance volcano monitoring capabilities, understanding and public awareness of volcanic hazards, and through development of effective hazard mitigation strategies. There is a healthy relationship between scientists at CVO and within VDAP as missions are similar. Scientists at the CVO are responsible for monitoring volcanic unrest in the Cascades and issuing volcano hazards advisories. CVO is currently leading the USGS response to the ongoing eruption of Mount St. Helens. A qualified contractor's assistance is needed for the development of an international database of volcanic unrest, (World Organization of Volcano Observatories Database, WOVOdat) to be used as a predictive tool in forecasting eruptive behavior at hazardous volcanoes. Assistance is also needed for crisis response activities at other international volcanoes (e.g., at Merapi volcano, Indonesia and Mayon volcano, Philippines). The contractor will be based in the Philippines, and will serve as a rapid responder for VDAP in the SE Asia/Pacific region. The contractor will prepare written updates and situation reports and represent VDAP on site as needed during and following eruptions and periods of volcanic unrest. The contractor will also lead an international effort to develop a database on the characteristics of volcanic hazards during past eruptions at volcanoes worldwide. The database will be used by VDAP to forecast future eruptive behavior, hazards and risk. On a task-by-task basis, the contractor will: 1) assist VDAP teams in responding to volcanic unrest and crises as needed, 2) assist VDAP in the development of an international database of volcanic unrest (WOVOdat) including coordination with international partners, contributors, and potential donors, 3) Prepare briefing documents, situation reports, and reports on WOVOdat. To fulfill this need, the USGS intends to enter into sole-source negotiations with Chris Newhall, of Seattle, WA. Other interested concerns having the ability to furnish these services may submit a capabilities statement to the Contracting Officer. All submissions will be evaluated to determine if competitive opportunities exist.
