Description
The U. S. Geological Survey, Central Region CICT and MRT has a requirement to assemble a novel state-of-the-art instrument to analyze the gas composition of fluid and melt inclusions in hydrothermal and igneous minerals. This instrument will utilize an existing 213 nm laser to open the inclusions. A fast, sensitive mass spectrometer is required to characterize the gas composition of the high amplitude, short duration, bursts of gas released from the inclusions, using FASTLIGHT-2. Digitial Signal Averager, Fast Preamplifer with 3-m. The only vendor able to supply a Quadrupole Ion Trap - Reflectron Time of Flight Mass Spectrometer (QIT-ReTOF MS) suited for this specific application is R.M. Jordan Co., Inc.'s Ion Trap EGUN Assembly. The Government requires a QIT -ReTOF MS with an electron gun to ionize the gas released from the inclusions and a triple plate detector for enhanced sensitivity along with supporting electronics. The quadrupole ion trap can store ions for periods as long as 10 seconds or as short as 10 microseconds prior to mass analysis via pulsed dc extraction in the ReTOF-MS. A nearly 100% duty cycle (ie. all ions generated are detected) is obtained with ion storage periods of 10 milliseconds or more, which is ideal for our application. The quadrupole ion trap also has the ability to trap a wide range of masses (e.g. 10-5000) or a narrow range (e.g. 44-46) which is required to identify all of the gases present in an inclusion or to measure the isotopes present in a single gas species. The sensitivity of these instruments for typical analytes is in the low femptomole range, which is required for our application. This instrument also has a resolution of about 2000 for low masses, which is needed to distinguish interferences between gas molecules with similar masses. Based on information available at this time and in accordance with 41.U.S.C. 253? (1), implemented by FAR 6.302-1, the Government considers the supplies/services specified as a sole source from: R. M. Jordan Co., Inc., 999 Golden Gate Terrace, Grass Valley, CA 95945, the manufacturer, and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. A affirmative response would include literature, brochures, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Sin no solicitation document exist, request for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement.This requirement will only be process to the point of award, funds are currently not available for this requirement.
