Description

The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for construction services at the Price-Stubb Diversion Dam, Grand Junction, Colorado. This requirement is being procured in accordance with Subpart 15 of the Federal Acquisition Regulation under full and open competition. The Bureau of Reclamation intends to issue a Request for Proposal for this requirement. The Government anticipates awarding a firm, fixed-price contract with economic price adjustment. The work is located approximately 14 miles east of Grand Junction, Colorado. The principal features of the work consists of 1) Diversion and care of the Colorado River during construction; 2) Excavation, placing compacted backfill, furnishing and placing geotextile, furnishing and placing riprap and grouting riprap; 3) Removing existing concrete from the existing diversion dam features and constructing reinforced concrete appurtenances for the fish passage facility; and 4) Furnishing and placing pre-cast concrete baffle cylinders for the fish passage channel. The work shall be completed by May 2008. The Government anticipates having 2 Schedules in the solicitation as options; specifically, Schedule 1 will be Option 1, and Schedule 2 will be Option 2. Offerors will need to submit technical and cost proposals for each Schedule. The Government anticipates exercising and awarding one of the Schedules (Options) at time of award. The estimated price range for Schedule 1 is between $5,000,000.00 and $10,000,000.00. The estimated price range for Schedule 2 is between $10,000,000.00 and $25,000,000.00. The North American Industry Classification System (NAICS) Code is 237990. Performance and Payment Bonds will be required. There will be a site tour and pre-proposal conference scheduled (date, time, and location will be provided in the solicitation). All responsible sources may submit a proposal which shall be considered by the agency.
