Description
The United States Army Medical Research Acquisition Activity intends to award a contract on a non-competitive basis the services required for monitoring, coordinating, and preparing final reports for inclusion in an IND submission to the FDA of a GLP study of the United States Army Medical Research Institute of Infectious Diseases hantavirus DNA vaccines. The study will be conducted at a contract research organization and will include gene gun vaccination of hamsters with the hantavirus DN A vaccine s. The anticipated award will be made under the Authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source, to Walker, Downey & Associates, Inc., Verona, WI 53593. The study was planned as part of a contract with Powderject Vaccines, Inc (PJV). PJV was sold to PowderMed vaccines, Inc. (PMV) Oxford, UK. PMV does not employ in-house individuals able to conduct the work supporting the preclinical GLP study that we require. Instead, they subcontract Walker-Downey & Associates, Inc., a consulting company that was formed by personnel formerly employed at PJV. There are no other individuals who have access to and training for use of the gene gun proprietary technology and standard operating procedures. In addition to these unique qualifications, Walker Downey Associates successfully managed the first of the tw o preclinical GLP studies that we require. Consultation by personnel from Walker-Downey & Associates, Inc. is the only way to achieve continuity and consistency, which will allow on-time submission of the IND to the FDA. Without such consultation, the Gov ernment will lose significant time and money and will be unable to meet the DTO milestones. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice.
