- W912HN-06-R-0031 Depot Maintenance Support Hangar, Robins AFB, Georgia FSC: Y129 NAICS: 236220 Contractual questions: Elizabeth Hamilton, Contract Specialist, 912-652-5173 TECHNICAL MATTERS: Technical inquiries are to be submitted via Bidder Inquiry in ProjNet at www.projnet.org\projnet W912HN-06-R-0031 Bidder Inquiry Key V34SU7-TJYZJ6 The contract will be Firm Fixed Price (FFP). The project will be solicited and procured using a single phase design-build request for proposal in accordance with Federal Acquisition Regulation (FAR) 15. The anticipated cost range is $5,000,000 to $10,000,0 00. Options will be included. Network Analysis will be required. This solicitation is issued on an unrestricted basis pursuant to the Business Opportunity Development Reform Act of 1988. Contractors must register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR, in order to download specifications and drawings contractors and their subcontractors must register at Federal Technical Data System (FedTeDS) at www.fedteds.gov. In order to locate solicitation Contractors can go to FedBizOpps and search for the solicitation number at www.fedbizopps.gov. Contractors can also locate solicitation link at https://ebs.swf.usace.army.mil/ebs/AdvertisedSolicitations.c fm?Seldist=SAS. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. This solicitation will be issued in electronic format only and will be available on or about 16 August 2006. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments. Description of work: One Phase Design Build solicitation that will design and construct a Depot Maintenance Support Hangar at Robins Air Force Base. Construction will include a single story medium bay, 28 foot clear height structure with reinforced concre te slab on piers and grade beam, steel frame and masonry walls. Include support space for administration, material storage, canopy shop and NDI/X-Ray shop. Provide utilities, site work, aircraft apron and pavement for parking. An estimated 100 Tons of air conditioning will be required. The project site is located east of taxiway 3-B between buildings 137 and 131. PRICE is equal in importance to all technical factors when combined. TECHNICAL FACTORS: FACTOR l: OFFEROR PAST PERFORMANCE. This factor is equal in importance to factors 2 and 3; and, is significantly more important than factors 4. FACTOR 2: CORPORATE RE LEVANT SPECIALIZE EXPERIENCE. This factor is equal in importance to factors 1 and 3 and, is significantly more important than factors 4. FACTOR 3: TECHNICAL APPROACH NARRATIVE. This factor is equal in importance to factors 1, 2 and, is significantly mor e important than factors 4. FACTOR 4: MANAGEMENT EFFECTIVENESS
