Description
The New York District of the U. S. Army Corps of Engineers intends to issue an Invitation for Bids (IFB), number W912DS-06-B-0018, for a construction contract to perform the Long Branch, NJ Beach Renourishment Project. This project involves the dred ging of sand from a designated borrow area, the Sea Bright Borrow Area, off shore of Sandy Hook, New Jersey, and the placement of that sand along the Long Branch, NJ shoreline. The Sea Bright Borrow Area is located approximately three miles off shore at a mean water depth of 50 feet. The material (beach fill) will be placed north of Lake Takanassee and South of Seven Presidents Park in Long Branch, NJ. This involves the hydraulic beach fill placement of sand along the Long Branch, NJ shoreline. Dozers w ill be used to spread the sand along the shoreline according the design requirements. The quantity of material to be placed is between 500,000 CY to 1,000,000 CY. The estimated construction cost is between $5,000,000.00 to $10,000,000.00. The contractor needs to conform to all local, state and federal laws while carrying out the dredging of the material from the borrow area and subsequent beach fill placement. The contractor is required to conduct Sea Turtle and Whale monitoring during the period of Jun e 1st through November 30th. The Contractor cannot place beach fill material during the period of March 15th through September 15th due to Piper Plovers nesting on the beach. There may be additional restrictions to beach fill placement during the period of May 1st to December 1st. These restrictions are to avoid disturbance to bird nesting from Sea Beach Amaranth. The Contractor shall prepare and submit a site-specific magnetometer work plan and the safety and health plan to the government for approval prior to mobilization. The work plan shall contain an UXO (unexploded ordnance) operation plan detailing the Contractors proposed methodology to complete the magnetometer search and ordnance removal procedures. Liquidated Damages - $1,830.00 per calenda r day of delay until all work under the contract is accepted. This is an unrestricted competitive procurement. A subcontracting plan will be required from the successful bidder, unless the successful bidder is classified as a Small Business. The applica ble NAICS Code is 237990 with a small business size standard of $28.5 million. The successful bidder will be required to commence work no later than 5 days after issuance of the NTP, and complete all work no later than 1 March 2007. The media selected fo r the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be availab le or issued. A registration page is attached to the web site, and prospective bidders are required to regist er to receive notice of any amendments and or addenda that may be issued to the solicitation.
