Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. The US Army Contracting Agency-ITEC4, in conjunction with the Program Executive Office, Enterprise Information Systems (PEO EIS), is planning an acquisition to acquire Professional Acquisition Consulting Servi ces (PACS). The PACS contract will be managed by the PEO EIS, Operations and Mission Support Directorate (OMSD), Contracts Support Division (CSD), Ft Belvoir, VA 22060. POC is Gail Fair, 703 806-3032. PACS will provide acquisition consulting services to 40+ program managers, project managers and other organizational elements in support of numerous infrastructure, logistics and business management systems. For more information about the PEO EIS organization, see the following website: https://my.eis.army. mil/pws/index1.htm Interested sources are advised that the provisions of FAR Subpart 9.5 concerning Organizational Conflicts of Interest (OCIs) will govern award of the PACS contract. Due to the nature of the tasks defined under this acquisition, potential OCIs with current and future procurement and programs may exist. Work under this contract may provide the Contractor with access to advance information about future PEO EIS procureme nts. This advanced information is not generally available to other persons or firms. In addition, the work may involve the definition of requirements, or the preparation of specifications, for various systems. In order to prevent a potential bias, unfai r competitive advantage, or other potential conflict of interest, the Contractor shall be subject to the following restrictions: (1) The Contractor shall be excluded from competition for, or award of, any PEO EIS production/development-type contract for which, in the course of performance of this contract, the Contractor has received advance procurement information, which has not be en made generally available to other persons or firms. (2) The Contractor shall be excluded from competition for, or award of, any PEO EIS production/development-type contract for which the Contractor actually assists in the development of the requirements, Request for Proposal, Acquisition Strategy, Cost Esti mate, Specifications, or Statement of Work. (3) The Contractor shall be excluded from competition for, or award of, any PEO EIS production/development-type contract which calls for the evaluation of systems requirements, systems definitions, or other products developed by the Contractor under this c ontract. (4) Interested sources who claim any type of OCI at this present time will be excluded from PACS competition (b) Contractors are advised that if they intend to participate on other future PEO EIS production/development-type acquisitions not to submit an interest in the PACS contract. (c) The term Contractor as used in this clause includes any person, firm or corporation which has a majority or controlling interest in the Contractor or in any parent corporation thereof, and any person, firm or corporation in or as to which the Contract or (or any parent or subsidiary corporation thereof) has a majority or controlling interest. The term also includes the corporate officers of the Contractor, and those of any corporation (or any parent or subsidiary corporation thereof), which has a major ity or controlling interest in the Contractor. (d) The Government may, in its sole discretion, waive any provisions of this clause if deemed in the best interest of the Government. (e) The exclusions contained in this clause shall apply for the duration of each task order and for six months after completion and acceptance of all work performed thereunder. . This sources sought notice is for market research to identify qualified, experienced, and interested potential sources and to solicit comments on the proposed acquisition strategy. This is not a Request for Proposal (RFP) and is not to be construed as a c ommitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor will any award be made as a result of this synopsis, nor pay for information provided in response to this synopsis. Information submitted in response to this synopsis will not be returned. Corpor ate information marked Proprietary will be safeguarded, but the Government may use comments or suggestions in any way that the Government chooses. All interested parties will be required to respond to the resultant solicitation separately from their respo nse to this source sought. The purpose of this requirement is to obtain expert acquisition consulting services to augment current staff capabilities in support of the PEO EIS program offices. No development or production type contracts will be awarded as a result of this acquisiti on. PEO EIS is seeking companies who can provide personnel with acquisition and procurement expertise to assist the PEO EIS workforce primarily during, but not limited to, the pre-award phase of programs. Sample tasks that may be required include: develop technical requirements, develop acquisition strategies, milestone development and oversight, conduct contract related studies and analyses, develop Statement of Work/Statements of Objectives, prepare Justification and Approvals, develop internal cost/price estimates, conduct market research, develop Acquisition Plans and Evaluation Plans, prepare acquisition documents for contracting officer approval and signature, provide acquisition training, assist and participate in source selection evaluatio n boards, as well as other requirements related to the acquisition process. This task list is not all-inclusive as specific tasks will be set forth in individual task orders This acquisition is set-aside for Small Business. Three performance-based services Indefinite Delivery Indefinite Quantity (IDIQ) contracts will be awarded to provide personnel who will augment PEO EIS' program managers capabilities. The Government reser ves the right to award more than three contracts based on industry interest. Anticipated period of performance will be a base period of two years, plus one two-year option period and one three-year option period, for a total of seven years. Total estimated value of all orders is $22M. Task orders issued under PACS will be on a Time and Materials basis, with fixed labor rates. For purpose of this synopsis, the North American Industry Classification System (NAICS) Code is 541611, Professional, Administrative and General Management Consulting Services. The applicable FSC is R408. The Security level required for this contract is SECRET, however, TS/SCI level may be required. Security clearance requirements will be set forth in individual task orders. Interested sources that can provide the required services, without an OCI, are required to submit a concise response with the following information: 1. Company name, address, telephone number, point of contact, and location of business. 2. Description of corporate acquisition/contracting labor categories 3. Detailed summary of experience, education, and training required for hiring and retention of acquisition/contracting personnel 4. Certification that company has no existing OCIs and that they understand that they will be excluded from participating in future PEO EIS production/development type acquisitions 5. Provide a statement describing the level of US DOD security clearance classification held by your firm.
