Description
This is a formal pre-solicitation notice in accordance with FAR 5.204. The purpose of this notice is to announce the forthcoming release of the Request for Proposal (RFP) for HQ USAF/A3-SO (AFSO21). AFDW/A7KH, Bolling Air Force Base, DC intends to post a solicitation to award a Blanket Purchase Agreement (?BPA?) for non-personal services to assist in the execution of mission functions in the areas of Management Support, Training and Consulting for AFSO21, HQ USAF/A3-SO (AFSO21), the Pentagon, Washington, D.C. The contractor will provide qualified personnel to independently perform a full range of non-personal services in accordance with AFSO21 efforts ranging from AF-wide process improvements to shop and office area improvements. AFSO21 efforts will be integral to major transformation initiatives within and across Air Force functional disciplines. A&AS services provided will assist in fully integrating Continuous Process Improvement (CPI) practices into Air Force operational and business processes. From an Air Force perspective, the goals are to move towards institutionalizing the Air Force?s ability to organically sustain AFSO21 training and use of CPI practices across the Air Force. The place of performance will be at CONUS and OCONUS locations, and call?s against the BPA will be placed accordingly. The period of performance for this BPA will 60 months. The Government requests Contractor feedback via email for the following: a. OCONUS travel - Will additional costs be incurred for overseas BPA calls over FTR/JTR allowable expenses, to include DoD defined hostile/combat areas? Please submit response with breakdown of additional expenses. The Government anticipates the solicitation will be made available electronically on GSA E-Buy within the next 30 days. There will be a question and answer period from 6 thru 10 August 2006. All questions must be submitted via e-mail. No other information is available until the solicitation is posted. Offerors must be registered in the Central Contractor Registration (CCR) http://www.ccr.gov to be eligible for award. The Government reserves the right to cancel this solicitation, whether before or after RFP closing, with no obligations. Proposal preparation cost will be borne by offerors submitting proposals in response to the solicitation.
