- This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Refer to Request for Quotation FA4814-06-T-DP01. This procurement is 100% set-aside for small business. NAICS Code is 441320 and small business size standard is $6.5 million. This is a requirement, to include all parts and labor, for purchase and installation of tires, including the demounting and disposal of old tires, in the following types and quantities: First Lot of Tires: (1) tires for forklift, 12-ply, 18X7-8, with tube, 2 each; (2) tires for 60-ton trailer, 5-ply, 295/75RX22.5, with V-stem, 4 each; (3) tires for 40-ft trailer, 12-ply, 900RX20, with tube, 4 ea; (4) tires for tilt-trailer, 14 ply, 8.25RX15, with tube, 7 ea; (5) tires for front-end loader, 12-ply, 17.5X25, with o-ring, 4 ea; (6) tires for farm tractor, directional-ply, 16.9X24, with V-stem, 2 ea; (7) tires for farm tractor, rib-ply, 7.50X16, with tube, 2 ea; (8) tires for tug, 6-ply, 6.50X10, with tube, 2 ea; (9) tires for forklift, 10-ply, 6.90/6.00X9, with tube, 2 ea; Second Lot of Tires: (10) tires for dump truck, 18-ply, 1400RX20, with o-ring, 8 ea; (11) tires for 10K forklift, 16-ply, 17.5X25, with o-ring, 6 ea; Third Lot of Tires: (12) tires for truck, 235/85RX16, all-terrain ply, 20 ea; (13) tires for fire truck, 17.5RX25, type-3A ply, 4 ea. Delivery and pickup of the vehicles shall be made by government personnel located at Avon Park AFR, Florida. Acceptance of services shall be at the contractor?s location. The following clauses and provisions are incorporated and in effect through Federal Acquisition Circular 2005-10, applicable FAR and DFARS clauses are 52.212-1 (Addenda to paragraph (c) of this clause, offerors agree to hold prices firm for 90 calendar days from the date specified for receipt of offers.), 52.212-2, evaluation of offers shall be based upon price and past performance. The government anticipates adequate competition to determine price fair and reasonableness. Past performance evaluation will be based upon any knowledge of substandard performance by the government on any of the offerors, 52.212-4, 52.212-5 (which incorporated by reference FAR 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.232-33, 52.222-41, 52.222-42), 52.232-18, 252,212-7000, 252.212-7001 (which incorporates by reference FAR 52.203-3, DFARS 252.225-7001 (which incorporates by reference FAR 52.203-3, DFARS 252.225-7001, 252.232-7003, 252.247-7023 Alt III), and AFFARS 5352.201-9101, the Ombudsman for HQs AMC is Mr Michael Jackson, michael.r.jackson@scott.af.mil , phone number 618-229-0267. Department of Labor Wage Determination No. 94-2126 (Rev 18) is incorporated by reference, Occupation Code 05370, Tire Repairer, $12.68/hour plus $3.01/hour Health & Welfare contributed by the employer. Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, utilize the on-line Reps and Certs website, https://orca.bpn.gov/ , with its offer. Funds are not presently available for this procurement. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The government reserves the right to award, should funds become available, the first, second, and/or third lot of tires depending on the funds.
