*********THIS SOLICITATION HAS BEEN CANCELED******************* The 436th Contracting Squadron at Dover AFB Delaware intends to award a purchase order under Simplified Acquisition Procedures (SAP) for a TRENTECH BAGDE SYSTEM. This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is F1Q3SF6152A100 and is issued as a Request for Quotation (RFQ). The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2001-24 and Defense Acquisition Circular 91-13. This solicitation is made available for full and open competition. The North American Industry Classification System Code (NAICS) is 561621; size standard is $11.5 million. The contractor shall provide the following: One each Portable Trentech Video Imaging System Part # SF-C/V/RAB-00 1-Port. Consisting of the following components: 1 EACH Portable Pentium IV containing the following: 3.0 GHz CPU, 120 GB Hard Drive, 512 MB Ram, 1 Parallel Port, 1 CD-RW Drive, I Serial Port, 3.5? 1.44 MB Floppy Drive, 512 K cache, 104 enhanced keyboard, Windows 2000 Professional OS Software, 17? Built in Flat Screen LCD Monitor; 1 EACH PCI Image Capture Board; 1 EACH INFORMS 4 software USAF Restricted, Contractor and Visitor Badging software; 1 EACH Signature Capture Pad; 1 EACH SCC-421 Samsung Color CCD Camera w/ tripod & power supply; 1 EACH HP Color Report Printer; 1 EACH System Configuration; 2 EACH SP-55 Datacard PVC Card Printers; 1 EACH Lot Card supplies for 500 badges. AND One each Standard Trentech Video Imaging System Part # SF-C/V/RAB-001. Consisting of the following components: 1 EACH Micron Pentium IV consisiting of each of the following components 2.8 GHz CPU, 120 GB Hard Drive, 512 MB Ram, Super VGA Graphics, 1 Parallel Port, 1 DVD-RW Drive, 1 Serial Port, 3.5? 1.44 MB Floppy Drive, 512 K cache, 104 enhanced keyboard, Windows 2000 Professional OS Software; 1 EACH SVGA Monitor 17? Flat Screen LCD Monitor; 1 EACH PCI Image Capture Board; 1 EACH INFORMS 4 software USAF Restricted, Contractor and Visitor Badging software; 1 EACH Signature Capture Pad; 1 Fingerprint Capture Device Fingerprint Scanner for Geneva Convention Cards; 1 EACH SCC-421 Samsung Color CCD Camera w/ tripod & power supply; 1 EACH HP Color Report Printer; 1 EACH System Configuration; 2 EACH SP-55 Datacard PVC Card Printers; 1 EACH Lot Card supplies for 500 badges. The contractor must present the government with an operational, useable and acceptable product and leave all work areas neat and orderly when complete. The finished project must present a professional looking appearance when complete. Notes: 1. Each system shall be connected utilizing an isolated database located on each of the computers listed above. 2. System shall be completely isolated from Base network. 3. Standard delivery is no later than 120 days after receipt of order. 4. Trentech INFORMS 4 software is provided with 1 year telephone/email support. 5. Onsite setup and training. 6. Pass and Registration will be responsible for removal of the old Advantor System. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil. In Accordance with FAR 52.252-1 (Feb 1998) and FAR 52.252-2 (Feb 1998), the following provisions and clauses are incorporated by reference: FAR 52.212-1, Instructions to Offerors, Commercial Items (Oct 2000); FAR 52.212-2, Evaluation, Commercial Items (Jan 1999). Award will be made to the offeror whose proposal represents the best value to the Government. Alternative proposals are encouraged. If past performance is an evaluation factor, the offeror must provide, along with their quote, information regarding past performance. Offerors must submit company names, addresses, telephone numbers, name of contacts, contract numbers, and any other pertinent information to document past performance required by the Government. AS OF 1 JANUARY 2005, OFFERORS ARE REQUOIRED TO COMPLETE ONLINE REPRESENTATIONS AND CERTIFICATIONS AT http://orca.bpn.gov WHICH ARE IDENTICAL TO WHAT IS REQUIRED IN FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS ? COMMERCIAL ITEMS (JUL 2002). ALSO, FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Feb 2002); it is tailored as follows: subparagraph c is changed to read: ?Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes such as changes in paying office, appropriations data, etc. which may be changed unilaterally by the Government.?
