- Arnold AFB, TN proposes a contract action for supplies and services with for which the Government intends to solicit and negotiate under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 with only one responsible source and no other supply or service will satisfy agency requirements for a Brashear KTM Model K433 Kineto Tracking Mount Digital Control System Upgrade from Brashear LP, 615 Epsilon Drive, Pittsburgh, PA 15238. The following are the specification requirements: KTM Digital Control System: Remote control capability with microwave channel Customizable control graphical user interface (GUI) Advanced dynamic filter and state variable estimator design for enhanced noise/spurious signal rejection Up to 1000 Hz servo loop update rate for high BW servos and disturbance rejection Position output asynchronous for precision axis data collection and video/film annotation Pentium/QNX real-time operating system Optimized loop control and bandwidth with software test functions, data collection, and data reduction Detect and compensate for mount, payload, and structural resonances GUI design and analysis tools to generate filter coefficients Full-range network designation and reporting High-speed communication with Ethernet interface Text based configuration files Built-in data logger BrashearLP is the only vendor found who can support this requirement. Supplies and/or services are available from only one responsible source. No other type of supply or service will satisfy agency requirements. This Notice of Intent is NOT a request for competitive proposals, however interested persons may identify their interest and capability to meet this requirement for the Governments consideration by submitting their product capabilities and qualifications to perform this effort in writing to the identified point of contact not later than 2:00 p.m. local time on 15 August 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. If no response is received by 15 August 2006, to the effect that comparable support services are available that would be more advantageous to the Government than obtaining these supplies and or services through sole source procurement with BrashearLP, a sole source award will be made.
