Description
STATEMENT OF WORK LAUNDRY SERVICE Section A: General 1.1 SCOPE OF WORK: The contractor shall furnish all personnel, equipment, transportation, and supplies, to provide laundry service, including pickup and delivery of items generated by the 882d Training Support Squadron (82 TRSS) listed in Technical Exhibit 1, ?Identification, Standard Packaging and Method of Finish.? Performance shall be in accordance with the scope of this Statement of Work (SOW) and other specifications or provisions of the agreement. Pick up and delivery points are posted in the Technical Exhibit 3 ?Pick up and Delivery Schedule.? 1.2. WASH ROOM TESTS. The contractor shall perform a laboratory analysis to ensure proper washing techniques are used for samples being tested for tensile strength and whiteness. The contractor shall obtain washroom test services from an approved laboratory. National Association of Institution Line Management (NAILM) and the International Fabricare Institute (IFI) are two knows acceptable laboratories. 1.2.1. EACH QUARTER. Washroom tests for tensile strength and whiteness retention shall be performed in accordance with the laboratory instructions. The test shall be conducted on items picked up at the designated pick-up locations. The contractor shall provide two copies of the test results to the contracting officer no later than five workdays from the date of receipt from the testing laboratory. 1.2.1.1. TEST RESULTS BY INDPENEDENT LABORATORY. The tensile strength is considered acceptable if the tensile strength loss is rated ?satisfactory? or greater. The whiteness is considered acceptable if the whiteness loss is rated ?good? or greater. 1.3 RECOGNIZED HOLIDAYS. The contractor is not required to provide service on the following days: New Year?s Day, Martin Luther King Day, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran?s Day, Thanksgiving Day, and Christmas Day. SECTION B: DEFINITIONS 2.1. Definitions of special terms and phrase used in this statement of work (SOW) are as follows: 2.1.1. LAUNDERING. The process by which soiled fabric items are cleaned and treated. The term includes cleaning by mechanical action in appropriate temperature water with solutions of detergent and other additives. The additives include repellent treating, bleaching, bluing, rinsing, chemical rinse (sour, fabric softener, and any other agent for controlling the growth of microorganisms, such as molds and bacteria), starching, ironing, and pressing. The appropriate products and procedures are to be determined by the Contractor for the various types of fabric and nature of soil. 2.1.2. CLEAN. Finished articles are dry and free of visible soil, lint, and objectionable odors. Spots and stains are removed without damaging the fabric and have been treated as defined in paragraph 2.1.4. 2.1.3. UNSERVICABLE ARTICLES. Those articles no longer usable for the purpose intended. 2.1.4. REPAIRABLE ACTICLES: Those articles with minor rips, tears (less than four inches) open seams, holes, missing buttons, and broken zippers that can be repaired. 2.1.5. MEDICAL TRAINING FACILITY. Those activities providing medical and/or health care training. 2.1.6. CONTAMINATED LINENS. The lines, originating in isolation rooms or other areas of the training facility which are soiled and contaminated with known or presumed infectious microorganisms. SECTION C: AIR FORCE FURNISHED PROPERTY AND SERVICES 3. The following items shall be provided without cost: 3.1 Storage area and shelving for clean linen. 3.2 Storage area for soiled linen. 3.3 Large laundry bags. 3.4 Scales for weighing laundry. SECTION D: SPECIFIC TASKS 4. The following tasks will be performed by the contractor. 4.1. PICK UP AND DELIVERY. The contractor shall ensure that soiled linen and delivered clean laundry are separated during pick-up and delivery. Technical Exhibit 3 specifies the times and places for pick up and delivery. The contractor shall package laundry for delivery as indicated in Technical exhibit 1. 4.2. UNSERVICEABLE ARTICLES. The contractor shall return to the 882 TRSS non-repairable items marked as Air Force linens in a separately marked bundle after laundering the articles. The contractor shall dispose of all other unserviceable and non-repairable textiles as specified in Section D. 4.3. STATE OR LOCAL DEPARTMENT OF HEALTH REQUIREMENTS. Compliance with all certification or labeling requirements, arising from state or local Department of Health regulations, is the responsibility of the contractor. 4.4. VEHICLE INTERIOR. Soiled linens and clean linens shall not be transported in the same vehicle at the same time. All clean items shall be protected from contamination and soiling during transit to the specific delivery point. After transporting dirty/soiled and contaminated laundry, the vehicle shall be cleaned and sanitized before loading the clean articles. 4.5. REPAIRS: 4.5.1. NONREIMBURSABLE REPAIRS. Except for articles determined to be unserviceable in accordance with paragraph 2.1.7. the contractor shall repair all minor rips, tears, open seams (less than 4 inches long), using thread and materials of the same quality, compatible color, colorfastness, and texture as that used in the manufacture of the articles. In addition, the contractor shall replace all broken and missing buttons of matching color, ensuring similar appearance and quality. 4.6 WORKMANSHIP AND SANITATION. Delivered finished articles shall conform to the generally accepted industry standards of quality of cleanliness, finish, and shall be clean, free from bacteria, fungi, and other microorganisms, including pathogens or disease-producing organisms. 4.7. POLYESTER/COTTON UNIFORMS. Polyester/cotton uniforms shall be washed and dried in such a manner as to prevent wrinkles and shrinking of fabric. If chlorine bleach is used, it shall be done without causing yellowing or deterioration of fabric. 4.8. REPERFORMANCE OF LAUNDERING. Items found not meeting the prescribed requirements shall be re-cleaned at no additional cost. Such items will be identified by the government to the contractor representative in writing as the next scheduled pick up after the unsatisfactory condition was discovered. After they are re-cleaned, the contractor shall pack these items separately and identify by marking ?ATTENTION RECLEANED ITEMS?. 4.9. PACKAGING. The packaging shall be as indicated in Technical Exhibit 1. 4.9.1. HANGERS. All hangers (when required) shall be of a type that do not stain or damage garments. 4.9.2. SCRUBS. All scrub uniforms shall be bundled together according to type and size. 4.10. CONTAMINATED LAUNDRY. Contaminated laundry shall be given to the contractor in easily identifiable bags. In accordance with the ?Infectious Control? section (Linen and Laundry subsection) of the JCAHO Manual, the contractor is responsible for properly handling contaminated laundry. 4.11. CART EXCHANGE SERVICE. The contractor shall ensure that there are clean and serviceable laundry carts for use within the facility at all times to hold laundry. TECHNICAL EXHIBIT 1 IDENTIFICATION, STANDARD PACKAGING AND METHOD OF FINISH 1. The following are the routine for packaging of laundry and method of finish for this agreement. Any other special packaging requirements or methods of finish will be specified in writing at the time the service is requested. 2.
