***SOW*** BASE LEVEL CONTRACT FOR FIRE PROTECTION IN AIR EDUCATION TRAINING COMMAND PORTABLE FIRE EXTINGUISHERS JANUARY 2006 STATEMENT OF WORK HAND HELD AND WHEELED PORTABLE FIRE EXTINGUISHERS. 1.0. SCOPE OF WORK: 1.1. This Statement of Work (SOW) provides for and outlines the requirements for testing and repair of all portable and wheeled fire extinguishers utilized on Laughlin AFB. The Contractor shall furnish all supervision, equipment (See paragraph 5.1.3), tools, labor, materials, and parts necessary to perform the required work. Parts pick up, and delivery will not be billed separately and shall be included in the price of servicing. The work shall be performed in accordance with the National Fire Protection (NFPA) Code 10, Technical Order 13F4-4-121, AFOSH STD 91-501, FED REG, Title 29 Section 1910, and this SOW and shall be subject to the terms and conditions of this contract. The fire extinguishers shall be serviced in a manner, which ensures their serviceability in case their use is required and which prevents them from deteriorating in value and ability. Replacement parts shall first be obtained from the fire extinguisher manufacturer for that particular make, model and type of fire extinguisher being inspected tested and maintained. In the event replacement parts are not available from 47 CES/CEF the contractor shall comply with the requirements at section 8 of this SOW. 1.2. The Contractor shall perform annual maintenance inspections in all real property facilities. Portable Fire Extinguishers are located in various buildings on Laughlin AFB, (LAFB), AF Marina, Spofford Auxiliary Field, NEXRAD Radar Bracketville TX. The Fire Protection Flight shall provide Technical Exhibits for building numbers and location. 1.3. In addition to the annual maintenance described in paragraph 1.2 the Contractor shall also pick up and deliver the fire extinguishers at Building 220, Laughlin AFB, and perform the required work at a shop owned and operated by the Contractor at a location other than Laughlin AFB. 1.4. The Contractor is not required to use or purchase Class 1 Ozone' Depleting Substance (ODS) for the maintenance of Halon fire extinguishers. 1.5. The work shall be conducted to conform to applicable Fire codes as referenced and in a manner that shall provide maximum satisfaction to the user and the responsible officer. Work shall be accomplished without divergence from established schedules unless prior approval has been received from the contracting officer or his designated representative. 1.6. Work shall be performed by a licensed, experienced firm regularly engaged in the inspection, maintenance, and testing of fire extinguishers, in compliance with State and National Fire Code Criteria Craftsmen performing these services shall be thoroughly trained and experienced in the maintenance and repair of fire extinguishers. 1.7. The Contractor shall personally supervise the work or have a competent work leader or superintendent perform these duties. This person must, be thoroughly trained and experienced in the maintenance and repair of fire extinguishers. 1.8. Services and supplies furnished under this contract shall be covered by the most favorable commercial warranties the contractor gives to any customer for such services and supplies. If commercial warranty is applicable to services and supplies being furnished under this contract, one copy of the warranty will accompany the services and supplies at the time of delivery. Said warranty shall be in addition to the rights conferred on the Government by this contract and to the extent said commercial warranty restricts or conflicts with any clauses, terms, or conditions of this contract, the contract shall take precedence over the commercial warranty. 1.9. The Contractor will furnish advice and recommendation on necessary repairs, testing, and replacement parts required by this contract. 1.10. The contractor shall provide an on site contract manager who shall be responsible for the performance of work. The name of this person and an alternate(s) who shall act for the contractor when the manager is absent, shall be designated in writing to the Administrative Contracting Office and Government inspector (duly authorized representative) at the pre-performance conference. 1.11. The contract manager or alternate shall be available during normal duty hours within four (4) work hours to meet on the installation with Government personnel designated by the Administrative Contracting Officer to discuss problem areas. After normal duty hours the manager or designated alternate shall be available within 12 hours on the installation. 1.12. The Government is authorized to restrict the employer under this contract of any contractor employee, or prospective contractor employee who is identified as a potential threat to the health, safety, general well being, or operational mission of this installation and its population. 2.1.0. SERVICES TO BE PERFORMED 2.1.1. Inspections: Fire extinguishers shall be inspected, tested and maintained according to previously identified references. 2.1.3. As required by NFPA 10 Chapter 4 & 5, all inspections and testing accomplished by the contractor shall be performed by personnel with knowledgeable expertise in these fields. Extinguisher Recharge: Fire extinguishers shall be recharged as indicated in the listing of work provided to the Contractor. If the extinguisher has a full charge of agent upon pickup, the Contractor shall return the extinguisher in the same condition without charge for the agent unless that agent is found to be unserviceable. 2.1.4. Complete Maintenance (six year teardown): 150 1bs Halon 1211 Wheeled Extinguishers shall receive complete maintenance as outlined in TO 13F4-4-121, Section 5, as indicated in the listing of work accompanying the extinguishers. 2.1.5. Hydrostatic testing of fire extinguishers shall be conducted in accordance with the National Fire Protection Code 10, Chapter 5 (frequency of testing is listed in Table 5-2 of this code) and manufacturer's recommendations. The contractor shall attach a sticker/plate identifying pertinent information as required by the manufacturer and NFPA 10. The flight line fire extinguishers shall have all applicable information as required from the above listed documents and manufacturer's Technical Order on all extinguishers that pass the test. Extinguishers that fail the test shall be identified as having failed. 2.1.6. The 125 lb wheeled dry chemical extinguishers will be recharged, both dry chemical and nitrogen cylinders respectively. Six year maintenance and hydrostatic testing of wheeled dry chemical extinguishers shall be performed according to the National Fire Protection Code 10, Chapter 4, and Chapter 5. 2.1.7. The contractor shall breakdown, inspect, hydrostatic test, sandblast, prime, repaint, and reassemble. Paint finish on the extinguisher cylinder, carriage and wheel assembly shall be lime yellow, Dupont Polyurethane paint, or equal lime color Number 13678 of FED STD 595. 2.1.8. The contractor shall submit a plan on corrosion control, refurbishment indicating the equipment and techniques to be used and showing compliance with the manufacturer's requirements. Where a conflict exists, the contractor shall make the contracting officer aware of the conflict in writing. In all cases, the Technical Order publication requirements will take precedence until the conflict is resolved. Extinguishers are to be logged in on a "shop repair take out order" form, along with quantities and any special instructions. 2.1.9. Extinguishers should be inspected at the time of disassembly for any rust or corrosion that may compromise the cylinder's integrity. Internal inspection should be done using the inspection light recommend or approved by the manufacturer. 2.1.10. Contractor personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name. 3.1.0. HOURS OF OPERATIONS: 3.1.1 Except for emergency service all work shall be performed during normal duty hours. The contractor shall maintain the following service hours: 7:30 a. m. to 4:15 p. m., Monday through Friday. 3.1.2 The contractor is not required to provide service on the following days: New Year?s Day Jan 1 Martin Luther King?s Birthday 3rd Monday in Jan President?s Day 3rd Monday in Feb Memorial Day Last Monday in May Independence Day July 4 Labor Day 1st Monday in Sep Columbus Day 2nd Monday in Oct Veterans Day Nov 11 Thanksgiving Day 4th Thursday in Nov Christmas Day Dec 25 3.1.3. Any Holiday falling on a Saturday or Sunday will be observed on the following Monday. 3.1.4. The office having responsibility for inspection and acceptance is 47 CES/CEF, Laughlin AFB, TX. 3.1.5. All equipment, parts, and services supplied by the contractor shall conform to applicable safety and health standards as indicated in the current Code of Federal Regulations, Title 29, Chapter XVII, Para 1910, Occupational Safety and Health Act of 2002. 3.1.6. The contractor shall be required to attend a pre- performance conference at 47 Contracting Squadron, Laughlin AFB, TX, prior to contract start date. 4.1.0. DEFINITIONS 4.1.1. Defective service. A service output that does not meet the standard of performance associated with it in this statement of work (SOW) 4.1.2. Inspector. A Government person responsible for surveillance of contractor performance. 4.1.3. Technical definitions peculiar to this SOW. 4.1.4. Annual Service Maintenance. At least once a year, or more frequently if indicated by an inspection, service maintenance should be performed 4.1.5. Defender 2000. Defender 2000 is a unit designed to meet government standards for the recovery, recharge, and recycling of the fire fighting agent Halon 1211. 4.1.6. O. D. S. Ozone Depleting Substance. 4.1.7. Portable Fire Extinguisher. A portable device, carried or on wheels and operated by hand, containing an extinguishing agent that can be expelled under pressure for the purpose of suppressing or extinguishing fire. 4.1.8. Six Year Maintenance Fire Extinguishers: Those extinguishers require maintenance every six years. Maintenance is to be performed in accordance with published regulations and standards. 4.1.9. Twelve Year Hydrostatic Test. A thorough examination of fire extinguishers, it is intended to give maximum assurance that a fire extinguisher will operate effectively and safely. It includes a thorough examination and any necessary repair or replacement. It will normally reveal if hydrostatic testing or internal maintenance is required. 4.1.10. Recharging. The replacement of the extinguishing agent (Except Halon) also includes the expellant for certain types of extinguishers. 5.1.0. GOVERNMENT FURNISHED SERVICES/EQUIPMENT 5.1.1. The Government shall provide, without cost to the contractor, the services listed below. 5.1.2. The Government will furnish the contractor all reasonable amounts of electric power and other utilities necessary to perform the services required in the SOW. 5.1.3. The Government will furnish the contractor with a Halon Recovery, Recharge and Recycle Unit. This system will process contaminated Halon 1211 from extinguishers, filter out contaminates and remove moisture. 5.1.4. The Government will furnish the contractor with a list of buildings and map, to identify location of extinguishers due inspections at the pre-performance conference. 6.1.0. CONTRACTOR FURNISHED PROPERTY 6.1.1. Contractor shall provide personnel, materials, tools, equipment, transportation, necessary to perform all operations in connection with the Inspection, Maintenance, Testing, and Recharging, of all Portable Fire Extinguishers, and 150 lbs. Halon Wheeled Flight Line Extinguishers, as defined in statement of work (SOW). 6.1.2. Except for those items or services specifically stated to be Government furnished in Sec. 5, the contractor shall provide everything required to perform this statement of work (SOW). 7.1.0. SCHEDULING 7.1.1. Upon receipt of award, 47 CES/CEF will provide the contractor with the yearly maintenance schedule for all fire extinguishers that require maintenance. In addition, 47 CES/CEF will provide the contractor with a monthly maintenance schedule to ensure that the contractor has access to all facilities. 7.1.2. The contractor shall be responsible for any accidental discharge (including clean-up of dry chemical) occurring during repairs. 7.1.3. The contractor must notify 47 CES/CEF, Fire Protection flight for schedule maintenance at least 24 hours in advance and when changes occur. A fire inspector will be assigned to accompany contractor personnel on the inspection of facilities due extinguisher inspection. Telephone numbers will be provided at the pre-performance conference. 7.1.4. After maintenance has been accomplished, the contractor shall provide a service ticket containing as a minimum; date of maintenance, nature of maintenance performed, name and signature of contractor?s personnel performing maintenance, and the signature of the Government inspector. 7.1.5. The contractor shall remain on the site until services are inspected, accepted, and the service ticket is by the Government inspector. 8.1.0. REPLACEMENT/REPAIR PARTS 8.1.1. The contractor shall furnish all parts and materials with an individual item value of $5.00 or less as a regular maintenance cost (with the exception of portable fire extinguishers (para. 9.1.3). The contractor shall be reimbursed for parts and materials at manufacturer?s published list price or contractor?s invoice, whichever is less, and when approved by the Administrative Contracting Officer or a duly authorized representative. If the contractor is unable to locate the duly authorized representative, no repairs are to be made until one is located. 8.1.2. For example, if an item cost $20.00, the Government will reimburse $20.00 to the contractor, when approved by the Contracting Officer. 8.1.3. The contractor is required to furnish an itemized list showing parts and material used or needed for any repair(s) within (10) working days after inspection. The contractor shall provide parts that are new or reconditioned to equal or exceed the original manufacturer?s parts and shall carry a part number. 8.1.4. Once the contractor has been given notice to proceed, repairs (both minor and major) shall be completed within five (5) working days, unless otherwise approved by the Administrative Contracting Officer or his duly authorized representative. 8.1.5. Parts replaced remain the property of the Government, except where an exchange has been recognized and approved as resulting in a lower cost to the Government. Replaced parts shall be presented to Technical Service for validation prior to submission of invoices. 8.1.6. Discrepancies that exist outside of normal practice or outside the scope of this contract shall be reported to the Administrative Contracting Officer or his/her duly authorized representative at the time they impact upon work, or planning for work, under this contract. The contractor is not automatically empowered to correct not to order parts against such unspecified items. 9.1.0. PORTABLE FIRE EXTINGUISHERS 9.1.1. The contractor shall inspect, test, and maintain (repair) portable hand held 2.5 to 120 lbs. Dry Chemical and 150 lbs. Flight line Halon 1211, fire extinguisher. 9.1.2. Dry chemical portables shall be serviced in accordance with NFPA 10, 2002 Edition, and manufacturer?s recommendations, to include, but not limited to, maintenance, recharging, hydrostatic testing, replacement of defective heads, replacement of gauges 9.1.3. The 150 lbs. wheeled liquefied gas fire extinguisher shall be serviced in accordance with TO 13F 4-4-121, Section 5, NFPA 10, 2002 Edition, and manufacturer?s recommendations, to include, but not limited to, maintenance, recharging, hydrostatic testing, replacement of defective heads, replacement of gauges and ruptured discs, replace hoses and nozzles as needed, and painting. 9.1.4. The contractor is required to furnish an itemized list showing parts and material needed for any repairs(s) prior to starting repairs and shall only proceed when authorized. 9.1.5. The contractor shall return repaired cartridges/extinguishers within ten (20) working days. 10.1.0. APPLICABLE PUBLICATIONS 10.1.1. Publications applicable to this Statement of Work (SOW) are listed below. The contractor is obligated to follow the publications to the extent (that is, a specific procedure in a paragraph, section, chapter, or volume) necessary to accomplish the requirements of this SOW. All Government publications listed shall be available for review, upon request, at building 348, 47 MSS, Information Management Flight Laughlin AFB, TX. The Government will maintain all listed publications. Supplements of amendments to listed publications from any organizational level may be issued during the life of the contract. The contractor shall immediately implement those changes in publications, which result in a decrease or no change in the contract price. Prior to implementing any such revision, supplement or amendment that will result in an increase in contract price, the contractor shall submit to the Administrative Contracting Officer (ACO) a price proposal and obtain the prior approval of the ACO. Said proposal shall be submitted within 30 calendar days from the date the contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. Changes in the contract price due to supplements and amendments shall be considered under the ?changes clause?. Failure of the contractor to submit a price proposal within 30 calendar days from the date of receipt of any changed shall entitle the Government to performance in accordance with such change at no increase in contract price.
