- The Department of Veterans Affairs is soliciting proposals for the Project HERO (Healthcare Effectiveness through Resource Optimization) demonstration program. The contract period is for a base year plus four option years.   The contract type is indefinite-delivery, indefinite-quantity (IDIQ); performance-based. The Government envisions the award of multiple IDIQ contracts with separate task orders to be issued subsequent to the award of the base IDIQ contracts. The contracts resulting from this solicitation, and other existing contracts, will be used to provide solutions to pilot test health care management demonstration programs under the Veterans Administrations (VA) Project HERO. This notice serves two purposes: (1) Notice of 15 day comment period, and (2) Issuance of RFP on, or about, August 21, 2006. Please submit comments and questions regarding this solicitation as soon as possible, but no later than August 15, 2006, 4:00 P.M. EST. Please email your comments and questions to the following email address vhacoprojecthero@va.gov.  Please be sure to enter the following in the subject line:  Project HERO RFP Comments/Questions. All qualified offerors/firms who believe they can satisfy this requirement are invited to submit their proposals. Offerors will propose for award under the base IDIQ contract. Proposed task orders for specific solutions must also be proposed. Offerors are asked to respond completely to all sections of the solicitation. Date for receipt of offers is October 31, 2006, 2:00 P.M. EST. Any amendments to this solicitation will be posted in fedbizopps and to the Project HERO website at http://www.va.gov/hac/hero . Offerors are responsible for obtaining any amendments.
