- VA VISN 22 Network Logistics Office intends to negotiate a commercial (FAR Part 12) sole source contract with Biocare Medical, under the authority of FAR 6.302-1 iii (c). Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this Brand - Name or Equal acquisition. Specifications for the Nemesis 7200 Automated Slide Staining Systems can be found at www.biocare.net/images/nem4pdf.pdf. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-11. This procurement is to provide a rental reagent contract for Biocare Nemesis 7200 Immunohistochemistry Slide Staining Systems. The Government intends to award a firm, fixed price contract for one year, with option to extend for four one year-increments, for delivery of the aforementioned equipment and services to VA Greater Los Angeles Healthcare System West Los Angeles Campus, 11301 Wilshire Blvd., Los Angeles, CA 90073. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice is not a request for competitive proposals. All proposals received by 3:30 P.M. Pacific Daylight Time, September 1, 2006 will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
