General Information Document Type: Solicitation Posted Date: July 19, 2006 Category: Research and Development Set Aside: NA Contracting Office Address Department of Veterans Affairs, Louis Stokes Cleveland VA Medical Center, Acquisition and Materiel Management Service 90C(B), 10000 Brecksville Road, Brecksville, Ohio 44141 Description The Louis Stokes Cleveland VAMC intends to negotiate on a SOLE SOURCE basis with FES Institute, 11,000 Euclid AVE; Cleveland, OH 44106-7006. FES will provide the Neuroprosthesis Seminars series, which will bring together top scientists and clinicians for the presentation of the latest advances in research The forum will: (1) enhance communications among APT (Advanced Platform Technology) Center investigators, staff and students; (2) serve as a training forum for APT Center principal investigators; (3) provide staff and opportunity to learn about commercialization of APT Technology; (4) provide a forum of experts in the field of Neuroprosthetics; (5) provide interaction of Neurorosthetic experts with APT investigators.. The APT Center is th CA RR&D Center of Excellence and is a consortium between the Louis Stokes Cleveland VA Medical Center and Case Western Reserve University and the MetroHealth Medical Center. This forum is an extension of the Neuroprosthesis Seminar that is organized by the Cleveland FES Center which began in 1988. Since its beginning 50% of the speakers are from the Cleveland, Ohio area. There are quarterly Investigator and External Steering Committee Meetings where outside speakers are invited and the committee target's different groups within the medical center. There are approximately 8 -16 speakers between the seminars, committees, investigator meetings, and clinical needs assessment. These meetings will last approximately 2rs which will include a question and answer time. Support for these programs is provided by the Cleveland FES Institute. The period of performance is 8/1/06 thru 9/30/07. CWRU is the only responsible source that can satisfy the governments need. The FES Center is an extension of the CWRU. This university is an affiliate of the Louis Stokes Cleveland VA Medical Center by supporting the Rehabilitation R & D Service at the medical center. This university is familiar with this work due to the affiliation with the medical center. Case Western Reserve University is familiar with this type of research done by the VA medical center in Cleveland and is able to provide the means to which the researcher can accomplish his goals and secure his funding. The proposed contract is for services for which the government requires technical skills that are unique to this university located in the Cleveland, Ohio area. The government proposes to procure as a sole source the services of FES Institute. The government has determined there is only one source for this project. Interested parties may identify their interest and capabilities to respond the requirement or submit quotes. However, all quotes received within 15 days after publication on this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is SOLEY within the discretion of the Government. Information received will normally be considered SOLEY for the purpose of determining whether to conduct a competitive procurement.
