- The Federal Bureau of Prisons, United States Penitentiary, (USP), Leavenworth, Kansas is soliciting a non-personal services contract for an Islamic Teacher to provide religious instruction and leadership to Islamic inmates participating in the Bureau of Prisons Residential Life Connections Pre-release Program. This solicitation is set-aside 100% for small business. The North American Industrial Classification Code (NAICS) 813110. The contract period shall consist from October 01, 2006 through September 30, 2007 as a base period, and two option years for renewal at the sole discretion of the Government. The solicitation will be available on or about August 11, 2006 and will be distributed solely through the website at www.fedbizopps.gov. This website provides all necessary download instructions to obtain a copy of the solicitation. All future information concerning this acquisition will be distributed through this website. All interested parties are responsible for monitoring this site to assure they are possession of the most up-to-date information regarding this acquisition. The anticipated date for receipt of quotes is September 7, 2006. This will be a non-personal appointment. Award of contract does not constitute an employee/employer relationship. The contractor will not be supervised but will be monitored to determine if the services rendered are in compliance with the contract terms and conditions. The contractor will adhere to specific rules and regulations of the department and institution. Any individual working within the confines of USP Leavenworth must undergo a background investigation and drug test prior to being permitted inside the institution. All responsible small business sources are encouraged to submit a quotation which will be considered for award Award will be made to the responsible quoter who submits the most advantageous quote to the Government. The Government may award the contract without discussions, therefore, offerors are advised to submit their best offer initially. Faith-Based and Community Organizations have the right to submit quotes equally with other organizations for contracts which they are eligible. Please note: all contractors doing business with the Federal Government must be registered in the Central Contractors (CCR) database at www.ccr.gov
