- The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make multiple awards of a firm-fixed price indefinite delivery/requirements type contract(s) for the provision of (solicitation RFQ41702-045-06) Rabbi, Islamic Spiritual Leader, and General Spiritual Leader for the Federal Correctional Institution (FCI) Milian, Michigan. The contractor shall provide inmates of all faith groups reasonable and equitable opportunities to pursue religious beliefs and practices. The contractor shall provide specific services to inmates participating in the Bureau of Prison?s Residential Faith Based Programs. These service shall include congregation, prayer, studies, and instructions on the following: 1. Jewish Rabbi -Torah studies, providing instruction in the core curriculum topics. 2. Islamic Spiritual Leader - Quran instruction in the core curriculum topics. 3. General Spiritual Leader - Inter faith instructions for nature based religions of Asatru/Odinist, Wicca, Native American, Eastern Religion, Rasta, other faiths, and for inmates who do not declare a religious instruction. The contractor shall work in accordance with the mission of faith-based programming, which is to support personal transformation, thereby reducing recidivism through the provision of intensive opportunities for spiritual growth. SCHEDULE 1. Jewish Rabbi - Contractor shall provide an estimated 520 sessions per year of Jewish instruction. 2. Islamic Spiritual Leader - Contractor shall provide an estimated 1040 sessions per year of Islamic instruction. 3. General Spiritual Leader - Contractor shall provide an estimated 1040 session per year of religious instruction. NOTE: A session is one hour in duration. MINIMUM REQUIREMENTS Jewish Rabbi minimum requirements include the following: a. The contractor shall possess at a minimum, a Baccalaureate Degree from an accredited college or university, with a major in some form of religious studies. b. The contractor shall possess an ordination certificate or like document verifying their recognition as a clergy or spiritual leader. c. The contractor must have a minimum of three years of documented, continuous full time experience as a minister with their faith community. d. Experience working in a correctional setting is preferred but not required. Islamic Spiritual Leader minimum requirements include the following: a. The contractor shall possess an ordination certificate or like document verifying their recognition as a clergy or spiritual leader. c. The contractor must have a minimum of three years of documented, continuous full time experience as a minister with their faith community. d. Experience working in a correctional setting is preferred but not required. General Spiritual Leader minimum requirements include: a. The contractor shall possess an ordination certificate or like document verifying their recognition as a clergy or spiritual leader. c. The contractor shall have a minimum of three years of documented, continuous full time experience as a minister with their faith community. d. The contract period shall consist of one 12-month base year and four 12- month option periods for renewal at the unilateral discretion of the Government. The solicitation will be available on or about August 4, 2006 and will be distributed solely through the General Services Administration Federal Business Opportunities website at http://www.fedbizopps.gov . The site provides downloading instructions. Hard copies of the solicitation will NOT be available. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must register at www.ccr.gov. All future information about this solicitation, including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The anticipated date for receipt of quotations is August 30, 2006 2:00 P.M. CT. However, this is a projected estimate and quoters should refer to the solicitation (1449 -Block #08) for the actual date quotations are due. All responsible small business concerns may submit a quote which will be considered. Faith -Based and Community -Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible.
