Description
The National Institute on Aging (NIA), IRP, intends to negotiate and award a purchase order on a noncompetitive basis with Johns Hopkins University, Animal Research & Resources, Dr. Christian E. Newcomer, 459S Ross Building, 720 Rutland Avenue, Baltimore, MD 21205 for a project to perform wound healing studies on aging rodents to examine inflammation, proliferation, and remodeling. The role of aging in inhibiting wound healing is not known clearly. In addition, it is unclear how age interacts with inflammation, proliferations, and remodeling. This contract will design experiments and collect data on factors that promote or inhibit wound healing in aging rodents as a model for investigating tissue regeneration. The Comparative Medicine Section (CMS) is responsible for the technical support and supply of research animals to the IRP, NIA. These animals are supplied through both in-house productions and contracts. CMS maintains a barrier-sustained breeding colony of transgenic mice as centralized resource for the biomedical research community. Research is conducted on rodent caloric restriction and other dietary changes, wound healing, genetics, immunology and medicine. Production and quality control programs are concerned with a variety of inbred, transgenic, and random bred rodents and other species. The purpose of this procurement is to provide the IRP with data on wound healing in aging rodents. The IRP requires expertise in assessing regimes for studying wound healing in aging rodents. Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253(c)(1)FAR 6.302-1(b)(1). The cited authority is applicable because Johns Hopkins University is the only source that can fulfill the requirements of this contract. Dr. Newcomer is widely recognized as an expert in animal research, and in using transgenic models in particular. His recent paper on septicemia and peritonitis (Contemp Top Lab Anim Sci. 2005 Jan;44:35-7) is one of several demonstrating the breadth and depth of his research background and experience. The close proximity of Dr. Newcomer?s laboratory facilities to the National Institute on Aging is a crucial component of this contract. We must transport reagents and samples between NIA and Dr. Newcomer?s laboratory in a timely fashion. Commercial transport is not available for animals in fragile condition undergoing wound healing experiments. A survey of the literature in this field and a survey of local facilities show that there are no other sources for these services. The period of performance for this service is 12 months. The North American Industry Classification (NAICS) is 541990 and the size standard is $6.5 million. This acquisition is being conducted under Simplified Acquisition procedures and is exempt for the requirements of FAR, part 6, Competition Requirement. This notice of intent is not a request for competitive proposals however, all responses received, within 10 days from the date of notice will be considered by NIA.
