Description
The National Institute on Aging, IRP, intends to negotiate and award a purchase order on a noncompetitive basis with The Regent of the University of Michigan, 3003 South State Street, Ann Arbor, Michigan 48109 for project entitled ?Statistical Genetics Analyses of Data from the SardiNIA Project?. The contractor will ensure that the genetic mapping programs can merge two types of data on single-nucleotide polymorphism from the population cohort under study to optimize the yield of genetic information. The program will operate in conjunction with measures to verify the quality and integrity of the genetic data. The contractor will use the aforementioned program in conjunction with MERLIN and other programs as needed in infer first, linkage of loci (that is, chromosomal regions) to the determination of trait values for each trait; and second, association of SNPs/haplotypes, as susceptibility factors, with trait values (quantitative trait loci, or QTL?s). Subsequently, infer a set of up to 20 SNPs from each locus identified as a susceptibility region for fine mapping (these will be assembled on a chip and rerun on the entire cohort by the Sardinian contractor, in order to refine the positions and possible identities of the genetic variants important for each trait). Only one responsible source and no other supplies or services will satisfy agency requirements, 41 U.S.C. 253 (c) (1), FAR 6.302-1 (b) (1). The cited authority is applicable because the University of Michigan is the only source that can fulfill the requirements of this contract. In particular, Dr. Abecasis is widely recognized as the authority for such analyses, and has provided programs that have been used in more than 250 published studies in the last 3 years. He has the proven capacity to adapt the programs as needed, and has the facilities and staff to analyze the data and the expertise necessary to interpret the results. A survey of the literature in this field and recommendations from investigators doing related research shows that there are no other sources for these services. The period of performance for this service is 12 months. The North American Industry Classification (NAICS) is 541990 and the size standard is $6.5 million. This acquisition is being conducted under Simplified Acquisition procedures and is exempt from the requirements of FAR, Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals however, all responses received, within 10 days from the date of notice will be considered by NIA.
