- The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD) intends to procure consulting services professional services that do not include inherently government functions as defined of OFPP Policy Letter 92-1, issued September 23, 1992, 57 Fed. Reg. 45, 096 from Seoul National University, South Korea. The Policy Letter defines inherently government functions to include ?those activities that require either the exercise of discretion in applying Government authority or the making of value judgments in making decisions for the Government,? and does not include ?gathering information for or providing advice, opinions, recommendations, or ideas to Government officials. The contractor shall provide professional services ?specialized consulting at perinationology research branch? housed at the Huntzel Hospital. The Request For Quote (RFQ) will provide the Statement of Work which will give more information. To the best of the Governments knowledge the proposed contractor is the only known source that can provide the services that we require. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received, before the closing date of this announcement, will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIH-NIDDK-06-922 will be available fifteen (15) days after the release of the RFQ. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is August 11, 2006. Request for copies of the RFQ must be in writing to the National Institutes of Diabetes and Digestive and Kidney Diseases, 6707 Democracy Blvd., Room 774C, Bethesda, MD 20817 Attention: V. Lynn Griffin. FAX quotations must contain offerors name, address, telephone number and fax number. FAX quotations will be accepted if dated and signed by an authorized company representative.
