Description
The Department of Energy (DOE) is pursuing a one year extension to the Department???s actuarial contract with AON Consulting, Inc. under FAR 6.302-1, One Responsible Source. The AON Consulting contract was awarded on September 1, 2002 and is scheduled to be completed on August 31, 2007 under contract number DE-AM01-02ME11800. The DOE is in the process of authorizing work that will exceed the remaining term of the contract. Due to the critical need to insure continuity through completion of these work assignments, the DOE intends on extending the present contract 12 months through August 31, 2008. The work areas that AON Consulting, Inc. is responsible to perform include assistance to the DOE in the management and oversight of DOE???s contractor human resource management programs. AON Consulting, Inc. provides pension analysis, actuarial, employee compensation, welfare benefits, risk management and insurance technical and analytical support services. The end products provided by AON Consulting, Inc. supports DOE policy analysis and facility management contract development related to evaluation of the effectiveness, value and cost of current and proposed DOE contractor compensation benefits and pension programs. The one year value of this effort is estimated to be $850,000. The statutory authority for permitting other than full and open competition for this modification is Section 303[c][1] of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act, 10 USC 2304[c][1], and implemented by FAR 6.302-1[a][2][ii][B], which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements; and when it is likely that an award to any other source may result in unacceptable delays in fulfilling the agency???s requirements. AON has the requisite number of key and non-key personnel, technical skill and training, who are familiar with the program and requirements, and who are available to provide services pending the award of a competitive follow-on contract. Interested parties may submit a proposal and rationale as to why they should be considered within thirty (30) days of this notice to: Mr. Craig Frame, MA-641.2, 1000 Independence Ave, SW, Washington, DC 20585, or via e-mail to craig.frame@hq.doe.gov. The North American Industry Classification System (NAIC) Code for this requirement is 541612. ***See Numbered Note 22. Commercial firms who believe they have a superior solution to DOE???s proposed extension to the AON Consulting, Inc. contract must respond in writing to the Contracting Officer. The written response must include a general technical proposal for performing the services mentioned in this announcement, past performance client information for similar work, resumes of individuals who would be potentially assigned to the work and a rational why the your firm???s solution would be in the Government???s best interest.
