Description
Brookhaven Science Associates (BSA), LLC, a not-for-profit limited liability company operating under Prime Contract No. DE-AC02-98CH10866 with the Department of Energy for the management and operation of Brookhaven National Laboratory is hereby seeking qualified sources to provide emergency management services associated with the implementation of DOE directive O 151.1C, Comprehensive Emergency Management System. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation Number 111852 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. This is an unrestricted acquisition using commercial procedures in FAR part 12. The NAICS code is 541690. Period of Performance: Service is to begin immediately after contract award and all work must be completed by September 25, 2006. No exceptions or extensions in the period of performance will be made due to the criticality of the work. The list of contract line item numbers (CLIN) and items, quantities and units of measure are as follows: CLIN DESCRIPTION EST QTY. Unit Price (UP) Total Price 0001 Emergency Management Analysis Services $ ___________________ 0002 Travel $ ___________________ (4 trips to Brookhaven National Laboratory) Statement of Work: NOTE: All work must be completed by September 25, 2006. No exceptions. Compliance with DOE Order 151.1C ? The quote shall clearly demonstrate that its assessment of the hazards survey inventory is in compliance with DOE O 151.1C and associated guidance. All work shall be in compliance with DOE O 151.1C. 1. Using the current BNL Hazards Survey inventory (those chemicals that exceed threshold), assess and identify the events and potential resultant effects that result in site-area and general emergencies for BNL. Assess any costs to change to any source codes in order to perform future EPHA work (not funded or designated at this time). Based on the current hazards survey, 37 facilities have ?screened in? requiring further analysis. Results should include: Identification of any hazardous materials zones Update database of materials properties Run the assessment Produce consequence tables and database for EAL tables Draft report of results Final report of results Assess any costs to change source code to manipulate BNL data 2. Finalize site specific EAL table design for BNL. Presentation initial design of EALs to Emergency Management Make revisions to initial design Finalize design of EALs Develop EALs for facilities exceeding thresholds Present EALs Final discussion/revision/approval of EALs 3. Finalize a design for BNL for PA Plans Presentation initial design of Protective Action Plans to Emergency Management Make revisions to initial design Finalize design of Protective Action Plans Develop Protective Action Plans for facilities exceeding thresholds Present Protective Action Plans Final discussion/revision/approval of Protective Action Plans 4. Develop/produce Chemical Transportation EALs Based upon the current HS inventory, perform EPHA for Chemical Transportation incidents Produce EALs for chemical transportation operations at BNL Produce Protective Action Plans for 5 fixed facilities Develop training scenarios Train ICs on use of EALs Train CMs, CA team on use of EALs General The Quoter shall meet BSA?s qualification requirements and documentation requirement provided below. The purpose of the documentation is to objectively demonstrate that the Quoter meets BSA?s qualification requirements. The Quote shall describe the technical approach to completing the work described in the Statement of Work, and shall clearly and thoroughly address the key performance attributes and expectations described below. Qualification Requirements and Documentation BSA will consider the quotes submitted by quoters that meet all of the qualification requirements described herein. In meeting these qualification requirements, BSA will consider the consolidated qualifications of the Quoter?s team including its proposed subcontractors. If subcontractors are proposed and used by the Quoter to meet BSA?s qualification requirements, the Quoter will be obligated to use all subcontractors identified in its Quote unless otherwise approved by BSA. The Quote shall include the required documentation and information described herein necessary to certify the Quoter?s qualifications against the requirements described in below. 1. Corporate Experience The Quoter shall have extensive emergency management experience. This experience shall include hazards analysis and assessment experience, as well as preparation of emergency action levels documentation associated with a DOE facility. To satisfy this requirement, the Quoter shall provide three (3) examples of Hazards Assessments, EALs and protective action plans. Of these three similar projects completed by the Quoter, all shall have been completed during the previous five (5) years. Two of these shall have been completed using DOE 151.1B or 151.1C. Experience shall also include EAL analysis for sitewide transportation of chemicals. To satisfy this requirement, the bidder shall provide at least one example of EAL analysis for transportation of chemicals. The Quoter shall have experience at other DOE facilities. The Quoter shall submit a general statement as to how and why it meets BSA?s Corporate Experience requirements described above. The information shall include contact information of the owner and/or contracting officer. 2. Corporate and Project Management Experience The Quoter shall designate a home office Corporate Sponsor responsible for oversight of the project. The Quoter?s Corporate Sponsor shall be thoroughly knowledgeable with all of the Quoter?s corporate policies and procedures, and shall have the responsibility and authority for ensuring that the work is performed in accordance with the contract, Quoter?s corporate policies and procedures, and completed by the end of fiscal year 2006. The Corporate Sponsor shall be extensively involved with and shall have approval authority for the Quoter?s proposal. The Quoter?s Corporate Sponsor shall have extensive emergency management and analysis experience. The Quoter?s Project Manager Candidate shall have a BS degree (or equivalent training and/or work experience) in engineering, environmental sciences or a related field, (Note: The Project Manager is designated as the Quoter?s site team, and if awarded the contract, the Project Manager will be the main contact for the Quoter. It is expected that the Project Manager will visit the site on occasion for discussions and meetings.) The candidate shall have specific emergency management and hazards analysis experience. This shall include experience with hazards survey and analysis, emergency action levels, and protective action plans. The candidate shall have experience with DOE Order 151.1B and 151.1C. The candidate shall have participated extensively in the preparation of the quote. The Quoter shall submit the resume of its proposed Corporate Sponsor and its proposed Project Manager. If the Project Manager is a principle in the company, this may be the same person. The resume shall address the specific requirements described above. Description of Quoter?s Technical Approach The Quote shall include a detailed and thorough description of the Quoter?s technical approach to complete the work. In general, this technical description will demonstrate the understanding of the technical requirement of the work. BSA will not rank or grade the Quoter?s technical approach description. However, BSA will use the Quoter?s technical description to qualify the Bid. BSA may reject any Quote that does not provide a technical description that meets BSA?s requirements based on BSA?s review and analysis of the Bid. 1. Compliance with DOE Order 151.1C The samples provided shall clearly demonstrate that its assessment of the hazards survey inventory is in compliance with DOE O 151.1C and associated guidance. 2. Project Coordination The Quoter shall provide a detailed description of the division of responsibility and the schedule to meet work completion as noted in the Statement of Work. Attachment A for Commercial Items/Services is applicable to this procurement and can be found at: http://www.bnl.gov/ppm/T-Cs/t-cfinal.asp. Supplement 1 to Attachment A, Work by Contractors on the Brookhaven National Laboratory Site ? Supplemental Conditions is also applicable to this procurement and will be made a part of the resultant contract. A copy of Supplement 1 is available upon request. Closing date and time for receipt of quotations is August 8, 2006 at 12:00 p.m. Eastern Standard Time. Submit offers in accordance with FAR provision 52.212-1.
