Description
Amendment 1 is issued to clarify that Pacific States Marine Fisheries Commission (PSMFC) is the sole coordinator for all state collected West Coast fisheries information and related parameters. As the sole administrator, PSMFC has proprietary data access to important elements of data to be integrated into the delivered West Coast database system. Evaluation Criteria No. 1 states that offerors are required to demonstrate the ability to access from PSMFC. The Government intends to acquire a commercially available service using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) requires the development of a web-based data server for geo-referenced data in the California Current Large Marine ecosystem. This requires using existing information to provide an integrated habitat and groundfish database that is compliant with the Data Management and Coordination (DMAC) guidelines outlined by the National Integrated Ocean Observing System (IOOS) team and to providing new data such as bycatch and trawl survey information to the database. The system will provide the information needed for management of fishery resources, protected marine mammals, marine birds, and turtles, and to forecast the ecosystem consequences of fisheries removals, environmental variability and climate change. The North American Industry Classification Code (NAICS) is 541511 and the small business size standard is $23 Million. The estimated response due date August 15, 2006, but may be adjusted based upon the actual posting date of the solicitation package.
