- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Marine Fisheries Service, Pacific Island fisheries Science Center located in Honolulu, HI is seeking for a contractor to conduct testing of fish gear to reduce sea turtle bycatch and training in turtle-safe practices in Brazil?s longline fisheries. Contractor SHALL: 1) Conduct a controlled comparison between standard fishing gear (the control) and alternative fishing gear (the treatment) that is hypothesized or has been demonstrated to reduce leatherback turtle bycatch. Examples that could be proposed include (but are not limited to: 1) an offer to test size 18/0 circle hook versus some other standard hook currently in use; or 2) an offer to test an alternate type of light lure versus the standard type. Most importantly, offers must indicate an ability to obtain and use fishing vessel services in Brazil, and to conduct controlled scientific testing as well as to observe, record and report the results, all for the offered price. The location and season proposed for the gear trials must also have a reasonable expectation (e.g. past average rate) of turtle bycatch frequent enough to result in trial bycatch of at least 10 observed leatherback turtles (combined bycatch by the standard and alternative gear). Please provide a quote for one year and a quote for an optional additional year of work. Offers must indicate experience and ability to work in the fishery, and must indicate that the vessels and gears to be used are permitted under the regulations governing the fishery. In the proposed bid, include a description of the standard fishing gear and fishing operations, and what is known or expected about the rate of leatherback turtle bycatch in the location and during the season in which the trials will be conducted. 2) Train fisheries observers and fishermen in Brazil regarding the best practices to ensure turtle survivorship. This component involves training of onboard fisheries observers to enable them to monitor and record longline fishing operations at sea. This will entail administration of fisheries observer training programs for a minimum of 25 at-sea observers to provide critical information on sea turtle species caught in different longline gear types and locations. Trainings will include species identification and proper handling of turtles. Handling on board could include, but is not limited to, activities such as such as tagging, dehooking, removal of other fishing gear, and release of incidentally-caught sea turtles. The vendor must also support a discussion forum to be held with fishing communities focusing on incidental catches of sea turtles, bycatch mitigation measures, and the potential for an eco labeling process. Participants should include fishermen and boat owners and must include a demonstration on use of dehooking, line-cutting, and dip net devices and encourage their use when sea turtles are incidentally captured. A firm fixed price purchase order will be issued with start date of Sept 30, 2006 and end date of Sept 30, 2007.
