THIS SOLICITATION IS MODIFIED AS FOLLOWS: ACTION CODE IS CHANGED TO: 'S' SPECIAL NOTICE i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written request for quotes will not be issued. The reference/solicitation number is ______96-0010____ and the solicitation is issued as a request for quote (RFQ). This combined synopsis/solicitation will result in a Firm Fixed Price Indefinite Delivery Indefinite Quantity Purchase Order with a guarantee minimum of 100 sacs. WE ARE ACCEPTING PROPOSALS FOR __3 (THREE)_______ ROUTES FOR THE ___VISALIA___ CLASSING OFFICE. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. THIS SOLICITATION UTILIZES FULL AND OPEN COMPETITION. This requirement is for Sample Hauling Services for the USDA, AMS, COTTON PROGRAM; ____VISALIA___ CLASSING OFFICE. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The following text is added to Paragraph (a) of FAR 52.212- 2: The following areas will be considered in the evaluation process: 1) Past Performance (See 52.212-1(b)(10) for additional guidance.) and 2) Price (see 52.212-1(g) for additional guidance). Past Performance is more important than price. The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. A copy of the provision may be attained from http://www.arnet.gov/far. The contractor shall return a completed copy of this provision with its quote including a signed copy of the SF-18. In order to evaluate Past Performance, the vendor must include recent and relevant contracts for the same or similar services and other references (including contract numbers, points of contact with telephone numbers and other relevant information). The points of contact provided by the vendor will be contacted to determine the vendor?s experience in performing these services or similar services. The contracting officer will also utilize the NIH Contractor Performance System and the Government Past Performance Information Retrieval System to evaluate past performance. The vendor must also complete the Online Reps and Certs Application (ORCA) at http://www.bpn.gov.
