Description
NIST is completing a project on development of an international standard for automated dimensional inspection in collaboration with users and software developers in U.S. industry. This standard, known as Application Protocol (AP) 219, is being developed under the International Organization for Standardization (ISO) Technical Committee 184, Subcommittee (SC) 4 using the procedures of the Standard for the Exchange of Product Data (STEP) and the EXPRESS data modeling language described in ISO Standard 10303-11. The draft AP219 standard was approved as a new work item in June of 2003 and passed the Committee Draft ballot in May of 2005. This standard is now being balloted as a Draft International Standard (DIS). Once through this ballot, the final International Standard must be prepared based on the comments received from international experts on the DIS ballot. NIST intends to compete this procurement un an unrestricted basis under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The NAICS code for the procurement will be 541511, with a size standard of $23.5 million. This acquisition is a follow-on to Purchase Order No. SB1341-04-W-1220; the awardee for that Purchase Order was Northrop Grumman Information Technology of McLean, VA. CONTRACTOR QUALIFICATIONS Qualifications necessary to complete the requirements of this requirement will include: Experience as a primary editor/developer of STEP-based application protocols in manufacturing Experience in the development of a STEP-based information model of manufacturing features Experience in the development of a STEP-based information model of dimensional measurement features Knowledge of STEP development committee procedures SCOPE OF WORK This requirement is for Editing and Modeling Services for the development of an International Standard, entitled Dimensional Inspection Information Exchange, which functions as the information model standard, ISO 10303 - Application Protocol (AP) 219. The work shall be carried out primarily at the Contractor?s worksite unless attending offsite meetings or conferences. SPECIFIC TASKS The Contractor will be required to provide all labor, supervision, materials, equipment, and facilities (unless otherwise stated herein) to complete the following tasks: Task 1: Revise the draft standard in accordance with the comments received from the AP219 Draft International Standard (DIS) ballot, which will be publicly available from the TC184/SC4 Committee and prepare the International Standard (IS) in accordance with the TC184/SC4 format as described in ISO 10303-1 and in SC4 documents WG3N1934, WG3N1935, and WG3N1936. This task includes the following subtasks: a. Study and understand each of the DIS ballot comments and participate in a ballot- resolution workshop where consensus will be reached on the responses to the comments. b. Based on the results of the workshop, prepare the DIS issue log, which is a record of the ballot comments and the consensus responses to those comments. c. Modify the AP219 package according to the consensus responses in the DIS issue log, to include: An updated Application Activity Model (AAM), Annex E of the DIS An updated Application Reference Model (ARM), Annex G of the DIS An updated Application Interpreted Model (AIM), Section 5. of the DIS, including especially an updated Mapping Specification, Section 5.1 A revised table of short names, Annex B of the DIS, including names for new concepts required by the DIS issue log An updated EXPRESS Short Form listing, Section 5.2 of the DIS, with computer listings showing that it successfully compiles on 3 different EXPRESS compilers An updated AIM EXPRESS Expanded Listing, Annex A of the DIS, with computer listings showing that it successfully compiles on 3 different EXPRESS compilers Task 2: Revise or create the following supporting documents for the existing AP219 draft according to the DIS Issue Log, the ballot results, and written comments by the NIST technical point of contact/order contact (POC/OC): Internal review check-list Project leader check-list Convener check-list Validation report Test case scenarios, highlighting the features, tolerances, and simulated data for the STEP NC test part description developed by TC184/SC4/ WG3/Team 24 on STEP Manufacturing Additional information will be included in the Request for Quotation (RFQ), which will be uploaded to www.fbo.gov on or about August 2, 2006.
