Description
This solicitation cancels and supercedes solicitaion RFQ W91GXZ-06-Q-0026 because of a change in the governments requirement. 1) The contractor shall develop and provide training for Senior Iraqi Fire Officers in executive fire leadership courses to support the Iraq Civil Defense Directorate (ICDD). 2) The ICDD provides emergency response to all emergencies within its borders. There are currently 220 fire stations. The command structure is composed of an area fire chief with subordinates below him. They are responsible for administrative and emergency operational command functions. 3) Continuity of training and education was never truly attained in the fire service. This created problems in the command structure and administrative responsibilities. For newly appointed and existing chief fire officers, the development of management and complex operations skills is essential to effectively administer their respective agencies. 4) The training will provide a solid foundation for the Iraq fire service at the highest level. The final objective is to train 45 selected chief fire officers in core component management, operations (incident command), administration and financial techniques. i) The contractor shall train 45 Iraqi senior chief officers in executive fire service management. Trainees shall currently be in the grade of Lieutenant Colonel or higher. Candidate selection shall consist of officers from the North (Kurdish ? 15 personnel), central (Baghdad -15 personnel) and southern (Basra -15 personnel) areas. The Contracting Officers Representation (COR) will determine the class participants. Students shall be provided a certificate of training ii) There will be 3 classes of 15 students each. iii)Course times shall not exceed 7 actual instruction days. iv) No classes will be instructed during the Muslim Holidays.
