- Description
- Non-Personal, Commercial Services. The Contractor shall provide all labor, supervision, transportation, vehicles, supplies, tools, materials and equipment necessary to operate the following, Government-owned, Contractor-operated (GOCO) facilities at Fort Sill, Oklahoma: Clothing Initial Iss ue Point (CIIP) and Clothing Turn-In Point (CTIP). Tasks include ordering, issuing, storage, alterations, and tailoring of military clothing; operation of the Defense Supply Center Philadelphia (DSCP) designated accountability system, and Reclamation Sal es for personal clothing. The successful offeror shall also furnish personnel to provide on-the-job training of military prisoners in clothing and equipment repair at the Regional Confinement Facility. North American Industrial Classification System (NAI CS) Code 811490 is applicable to this acquisition. The applicable size standard is $5.0 million. The Government will issue a 100% 8(a) set-aside Request for Proposal (RFP). Contract award will be made on the basis of Best Value. Evaluation factors will be listed in order of importance in the RFP. Award of a Firm Fixed Price (FFP) contract will be m ade to an eligible single 8(a) concern. Services shall be procured pursuant to the regulatory direction of FAR Part 12, Acquisition of Commercial Items. The expected award shall consist of one base period of performance (1 Nov 06, or date of award, throu gh 30 Sep 07) and may include up to four option periods of performance. There is no guarantee that any option period of performance will be exercised. The entire solicitation package will be made available on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/ and the Fort Sill Directorate of Contracting homepage at http://sill-www.army.mil/doc/. Requests for copies of the solicitation package by any other means will not be honored. Potential offerors are responsible for monitoring the FedBizOpps and Directorate of Contracting websites for the release of the solicitation package or subsequent solicitation amendments . The RFP will be issued on or about 11 AUG 2006. There will be a pre-proposal conference/site visit that all prospective bidders are encouraged to attend. Specific date and time for the site visit will be provided in the solicitation. The closing date fo r submission of offers will be on or about 13 SEP 2006, 4:00 p.m. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Contractors are encouraged to obtain further information on CCR registration at the following websit e: http://www.ccr.gov/. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
