Description
The contractor shall furnish all supplies and services necessary to convert approximately 1,193 linear feet of office correspondence, reports, memoranda, congressional inquiries, technical compliance permits, and historical documentation that are stored in 3-ring binders and multi-part folders into electronic media (i.e., PDF format). The documents are stored on-site and at a warehouse located on Bolling AFB, DC. Additionally, Air Force Medical Operations Agency (AFMOA)/SGPR has approximately 12,700 pieces of microfiche (i.e., an estimated maximum of 1,221,500 images) that must be converted into digital image (i.e., PDF format). The requirement includes creating an electronic archival and retrieval system that integrates the Air Force Records Information Management Systems (AFRIMS) requirements for document storage and indexing. The Electronic File Management System (EFMS) should allow users to retrieve documents by File Plan, File Number, Title Subject, and retention date. The system should also be readily amendable to include new correspondence, reports and other materials generated by AFMOA. The user should also be able to retrieve the documents using a full-text search engine that provides searches by keyword, phrase, date, and/or quotation. The full-text engine should include search logic, thesaurus capability, and nested searches. The system should be DoD 5015.2-STD, Design Criteria Standard for Electronic Records Management Software Applications, compliant. The application must have robust security at the document and image layer. AFMOA requires the resultant electronic data to be placed on portable hard-drive disks. The North American Industry Classification System (NAICS) code for this acquisition is 541519. Offers will be evaluated utilizing Performance-Price Tradeoff (PPT) procedures. The Government intends to award without discussions but reserves the right to hold discussions if deemed necessary in making the award decision. This procurement is unrestricted to all venders with a GSA Schedule 36- THE OFFICE, IMAGING AND DOCUMENT SOLUTION. This solicitation will be made available electronically, posted solely on GSA Advantage/ebuy at the following address on or before 1 Aug 2006 projected date: https://www.ebuy.gsa.gov/advgsa/advantage/ebuy/start_page.do. Facsimile, telephone, or written request for the solicitation package will not be honored. Offerors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) to be eligible for award. The Government reserves the right to cancel this solicitation, whether before or after RFP closing, with no obligations. Proposal preparation cost will be borne by offerors submitting proposals in response to the solicitation.
