Description
This is NOT a request for competitive proposals. The US Department of Health and Human Services, Program Support Center, on behalf of the Agency for Healthcare Research and Quality (AHRQ) intends to negotiate on a sole source basis for a 12-month simplified acquisition with Healthology, Inc., 500 Seventh Avenue, New York, NY, 10018. The terms and conditions that apply to this acquisition are FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (Sept 2005); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (June 2006); and FAR 52.217-8, Option to Extend Services (NOV 1999). Healthology Inc. will create two web videos on the following topic areas: 1) patient empowerment and being active in your healthcare and 2) prevention. Each web segment will consist of a video up to 5 minutes in length, and a transcript of each, on the key education messages delivered. The content will be distributed to Healthology?s distribution network of 4,600 web sites. The AHRQ videos will remain on the Healthology network sites for six months. Healthology will promote the AHRQ videos through its newsletters. The videos will be prominently displayed on Healthology?s home page, in addition to the home pages of its 4,600 distribution partners. Healthology will report monthly on the number of viewers who click on the video segments and the duration watched. The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Healthology, Inc. is uniquely qualified for the following reasons: it is the web?s leading producer and distributor of video health content; Healthology has the largest library of original, streaming video and text programs on the Internet; it has an online syndicated editorial distribution network of more than 4,600 web sites; Healthology has the technical capabilities to both produce the video and distribute it to its network of 4,600 websites, including ABC News, Yahoo, and the Chicago Sun Times; all 4,600 sites guarantee to run and archive all web video segments that Healthology produces; Healthology?s proprietary technology allows it to successfully delivery its webcasts to 99% of consumers who access them through news web sites and search engines; Healthology has access to the largest possible consumer audience. Vendors who are interested in this acquisition must DEMONSTRATE in writing they can meet the Government?s requirements by September 9. 2006. RESPONSES MUST INCLUDE A WRITTEN NARRATIVE STATEMENT OF CAPABILITY, INCLUDING DETAILED TECHNICAL INFORMATION AND OTHER TECHNICAL LITERATURE DEMONSTRATING THE ABILITY TO MEET THE GOVERNMENT?S REQUIREMENTS. All responses or inquiries to this announcement should be addressed IN WRITING to Tory Estabrook at testabrook@psc.gov. Failure to submit adequate documentation will result in the Government proceeding with a sole source to Healthology, Inc. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
