Description
Q &A regarding this solicitation: 1) Is this line under earth or under pavement? Both. Majority under pavement 2) Is it near, or does it run in parallel with other piping or services. There are other service utilities in the vicinity. At times some could be parallel. 3) How do the pits open? (With a door hatch, bolted closed, welded shut, etc) Mix of hand covers and full pit hatch ways. 4) Is there traffic on the pipeline area or is it in a remote or isolated area? There is traffic. It is located on a Navy base with a small town density. 5) Would there be on site housing available? No. Housing would be off base. 6) Can this be quoted on a daily rate as no one actually knows the scope of problems that may be run into? No this is a firm fix price task order. ---------------------------------------------------------------------------------- RFQ; FFP; LINE ITEM 0001: STATEMENT OF WORK UNDERGROUND FUEL PIPELINE UTILITIES INVESTIGATION NAVAL AIR STATION NORTH ISLAND SAN DIEGO, CA 1.0 INTRODUCTION 1.1 LOCATION Work is to be performed at Naval Air Station North Island, San Diego CA. 1.2 DESCRIPTION The Naval Facilities Engineering Service Center (NFESC), Energy and Utilities Department is requesting an underground fuel pipeline mapping of two, JP-5, 10-inch pipelines; each pipeline is approximately 3.5 miles in length. NFESC is requesting this mapping as a result of inconclusive hydrostatic pressure tests on September 15, 2005 and September 16, 2005 under contract N47408-04-D-8503. The required hydrostatic pressure test was unsuccessful due to air trapped inside the pipelines. Venting the trapped air in the pipelines was not possible, because there are valve pits that can’t be located, valve handles in pits that are inoperable, and valve pit pipe risers with valves removed and capped. This investigation will MAP location and depth of each pipeline, location of vents, low point drains, and valve pits. The outcome of this investigation will determine the number and locations of vents required to successfully perform a hydrostatic test on each pipeline. 2.0 SCOPE 2.1 GENERAL The Contractor shall provide all necessary qualified personnel, equipment and materials to map the underground fuel pipelines and document findings. 2.2 PROJECT REQUIREMENTS Map the two 10-inch underground pipelines in AutoCAD, and provide labor to open valve pit covers and document findings. The AutoCAD drawings will be on CD and paper form. The drawings will identify, but not limited to, the location, slope and depth of each pipeline, and the appurtenances (valve pits, valves, riser vents, and low point riser drains). The current system has 15 manhole covers that are damaged or cannot be located. NFESC will be present to assess the internal piping and valves at those locations. 3.0 GOVERNMENT FURNISHED INFORMATION (GFI) The following information will be furnished to the Contractor with this Statement of Work. All GFI shall be returned at the completion of the project. 1. The construction drawings of the existing fuel piping and any adjacent buried utilities. 4.0 GOVERNMENT POINTS OF CONTACT 4.1 Contracting Officer The Contracting Officer is: Ms. Terry Moore Naval Facilities Engineering Command Southwest Specialty Center Contracts Core, Code RAQN0, NBVC 1205 Mill Rd., Bldg 850 Port Hueneme, CA 93043-4347 Telephone (805) 982-2479 terry.l.moore@navy.mil 4.2 Contracts Officer Representative The Contracts Officer Representative for this contract is: Mr. Michael Rocha Naval Facilities Engineering Service Center (NFESC), Code ESC232 1100 23RD AVE Port Hueneme, CA 93043 Telephone (805) 982-3597 mike.rocha@navy.mil 4.3 Naval Technical Representative (NTR) The NTR for this contract is: Mr. Dave Majcherek Naval Facilities Engineering Service Center (NFESC), Code ESC232 1100 23RD AVE Port Hueneme, CA 93043 Telephone (805) 982-3309 david.majcherek@navy.mil 4.4 FACILITY SUPERVISOR The facility supervisor for this contract is: Lawrence T.
