- SYNOPSIS AND SOLICITATION This is a combined synopsis/solocitation to establish a single award contract for commercial services prepared in accordance with the format in Federal Acquisition Regulation FAR part 12.6 abd FAR part 13.303 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested only once under this submission. The solicitation number is HSCG23-06-Q-DPP066. The NAICS code is 611430. Small business size standard is $6.0 million. the proposed contract is a 100% Small business set-aside. The purpose of this effort is located below: 1.1 SCOPE. The purpose of this task order is to obtain contractor training support services for U.S. Coast Guard National Incident Management System (NIMS) Incident Command System (ICS) implementation. Contractor tasks shall include: Contractor instructor, curriculum development and training sustainment support.The Office of Incident Management Preparedness (G-RPP) is responsible for fully implementing the core set of concepts, principles, terminology, and technologies covering the Incident Command System (ICS), multi-agency coordination systems, unified command, training, identification and management of resources, qualification and certification, and the collection, tracking and reporting of incident information and incident resources. To satisfy this mission, G-RPP is responsible for implementing the training of all incident management personnel. The successful implementation of the NIMS depends on the participation and integration of all federal, state, local and community-base organizations that have a role in preventing, preparing for, responding to, or recovering from an incident. The use of the ICS principles ensures proficiency is maintained and allows for the smooth expansion as an incident expands in size, complexity, or public interest. 1.3.2 Qualified Personnel. The Contractor shall provide qualified personnel to perform all requirements specified in this task order. The following positions are further designated as Key by the Government:: 1.3.2.1 Lead Instructor Qualifications: 1.3.2.1.1 Successfully completed ICS-100 thru I-620 level courses as described in the NIIMS Training and qualifications system. NIIMS Wildland Fire Qualification Subsystem Guide 1.3.2.1.2 Successfully completed the NIIMS ICS national curriculum “Train the Trainer” course or successfully completed 80 hours of curriculum on instructional practices and methodologies from an accredited institution. 1.3.2.1.3 Lead Instructor has conducted over 20 advanced ICS training at the I-500 and I-600 level in the role as the lead instructor. 1.3.2.1.4 Successfully obtained certification as a NIIMS Area Commander. 1.3.2.1.5 Experience using NIIMS ICS at the Area Command level at a minimum of three incidents or National level exercises. Such exercises or incidents should have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.2 Area Command Course Instructor Qualifications: 1.3.2.2.1 Successfully completed ICS-100 thru I-620 level courses as described in the NIIMS Training and qualifications system. NIIMS Wildland Fire Qualification Subsystem Guide 1.3.2.2.2 Successfully completed the NIIMS ICS national curriculum “Train the Trainer” course or successfully completed 80 hours of curriculum on instructional practices and methodologies from an accredited institution. 1.3.2.2.3 Instructor has conducted advanced ICS training at the I-500 and I-600 level. 1.3.2.2.4 Successfully obtained certification as a NIIMS Area Commander. 1.3.2.2.5 Experience using NIIMS ICS at the Area Command level at a minimum of three incidents or National level exercises. Such exercises or incidents should have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.3 Instructor Qualifications for all courses other than the Area Command course 1.3.2.3.1 Successfully completed ICS-100 thru I-520 level courses as described in the NIIMS Training and qualifications system. NIIMS Wildland Fire Qualification Subsystem Guide 1.3.2.3.2 Successfully completed the NIIMS ICS national curriculum “Train the Trainer” course or successfully completed 80 hours of curriculum on instructional practices and methodologies from an accredited institution. 1.3.2.3.3 Instructor has conducted advanced ICS training at the I-400 level. 1.3.2.3.4 Successfully obtained certification as a NIIMS Type 1 or 2 Incident Commander or Section Chief. 1.3.2.4.5 Experience using NIIMS ICS at the Command and General Staff level at a minimum of (3) three incidents or National level exercises. Such exercises or incidents shall have been in preparation for or response to National disasters, oil or hazardous material spills or other large-scale all-risk incidents. 1.3.2.4 Exercise Leader Qualifications: Personnel who are assigned to design and conduct course exercises shall have completed I-520 and served as a member (Command and General Staff) on a Type 1 response team. NIIMS Wildland Fire Qualification Subsystem Guide 1.3.2.4.1 Shall have experience designing and controlling at least (5) five large-scale Type 1 all-risk exercises that test operational response readiness. 1.3.2.4.2 Shall have experience delivering ICS Command and General Staff Management Type 1 or 2 Level Courses (Incident Commander, Logistics, Operations, Planning, Finance/Admin) 1.3.2.5 Exercise Staff Qualifications: Personnel who are assigned to conduct course exercise simulations shall have completed I-420 and served as a member (Command and General Staff) on a Type 1 or 2 response team. NIIMS Wildland Fire Qualification Subsystem Guide 1.3.2.5.1 Shall have experience controlling at least (5) five large-scale Type 1 or 2 all-risk exercises that test operational response readiness. 1.3.2.5.2 Shall have experience delivering Type 2 ICS Command and General Staff Management Level Courses (Incident Commander, Logistics, Operations, Planning, Finance/Admin) 1.6 PERIOD OF PERFORMANCE. The period of performance for this task order is May -June from the date of award. 1.8 HOURS OF OPERATION. Contractor employees shall generally perform courses of instruction are typically for 7 hours including an hour for lunch, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this task order. 1.9 TRAVEL. Contractor travel shall be required to support this task order. All travel required by the Government outside the local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal Travel Regulations. The Contractor shall be responsible for obtaining COTR approval (electronic mail is acceptable) for all reimbursable travel in advance of each travel event. 1.15 PERFORMANCE REQUIREMENTS SUMMARY. This task order includes a Performance Requirements Summary (PRS). In general, the PRS sets forth the expected outcomes (objectives) of the task order, the service(s) required of the Contractor to achieve the objectives, a performance standard per outcome, and a plan for a reduction in payment in the event the Contractor does not meet the performance standard. The PRS is not an exclusive remedy and inclusion of the PRS does not preclude the Government from using any other remedy available by law or contract terms, including reductions in payment in accordance with any clause for inspection of services. 3.0 GOVERNMENT FURNISHED RESOURCES. 3.1 The Government will provide the workspace, equipment and supplies necessary to perform the on-site portion of Contractor services required in this task order, unless specifically stated otherwise in this work statement. 3.2 The Coast Guard will provide three (3) Coast Guard facilitator-coaches to assist the Contractor with the ICS-341 Incident Response Planning Workshop (IRPW) course (PWS 5.3.2). The Coast Guard will provide four (4) Coast Guard facilitator-coaches and six (6) exercise simulation staff to assist the Contractor for the ICS-420 Advanced Incident Management Team course (PWS 5.3.7). 4.0 CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this task order, except for the Government Furnished Resources specified in PWS 3.0 and 5.0 of this work statement. 5.0 REQUIREMENTS. 5.1 INSTRUCTOR SUPPORT. The Contractor shall be responsible for all training and outcomes derived from the training of these courses and any government participation in this training will not impede upon the Contractor’s ability to achieve the stated goal per course. The Contractor’s Instructors shall maintain an environment conducive to learning and shall provide the following: 5.1.1 ICS-320 Intermediate Incident Management Team (Int IMT) Training Course. The Contractor shall maintain and conduct training for the Coast Guard owned three-day ICS-320 Intermediate Incident Management Team (Int IMT) training course. The Contractor shall provide a (3) three-day, (7) seven-hour per day training course to no more than thirty (30) incident management personnel, who will be selected by the USCG. It shall highlight the inter-dependence of information flow and the need for teamwork within a Type 3 or Type 2 Organization. 5.1.2 ICS-341 Incident Response Planning Workshop (IRPW) Course. The Contractor shall maintain and conduct training for the Coast Guard owned four-day ICS-341 Incident Response Planning Workshop (IRPW) course. The Contractor shall provide a (4) four-day, (7) seven-hour per day training course to no more than thirty (30) incident management personnel, who will be selected by the USCG. The Contractor shall present the concepts, principles, and protocols of Planning Section duties intended to familiarize the student with the process mechanics of planning activities in support of Type 3 incidents. 5.1.3 ICS-420 Advanced Incident Management Team (Adv IMT) Course. The Contractor shall maintain and conduct training for the Coast Guard owned (4) four-day ICS-420 Advanced Incident Management Team course. The Contractor shall provide a (4) four-day, (7) seven-hour per day training course to no more than thirty eight (38) incident management personnel, who will be selected by the USCG. ICS-420 Advanced Incident Management Team is a team course designed to prepare the student to function effectively in the position of a Type 2 Incident Commander, command or general staff with the application of previously acquired knowledge and skills.
