The base period of the contract is expected to begin on/about 15 Sep 2006 through 14 Sep 2007. This performance-based requirement is for non-personal services and includes the following: The Contractor shall provide all consumable materials, tools, equipment, and qualified labor to inspect, test, maintain and repair all PACAF structural and aircraft LPG fueled fire trainers in a manner that will ensure their serviceability and prevent deterioration in operational effectiveness. The Contractor shall comply with Air Force Technical Order (TO) 35E1-2-13-1 - Operation and Maintenance Instructions for Aircraft Fire Training Facilities, manufacturers’ recommendations, procedures, and technical data, and local, state, and federal guidelines as applicable to the work involved. The inspections and preventive maintenance will occur on a semi-annual basis for each trainer. Currently there are six (6) Air Force standard design aircraft LPG live fire trainers located at the following locations: Hickam Air Force Base, Hawaii; Elmendorf AFB, Alaska; Eielson AFB, Alaska; Misawa AB, Japan; Yokota AB, Japan; and Andersen AFB, Guam. In addition, there are two (2) ProSafe mobile aircraft LPG fire trainers located at Kunsan AB, ROK, and Kadena AB, Japan, as well as two (2) Kidde structural LPG fire trainers located at Andersen AFB, Guam and Kadena AB, Japan. The North American Industry Classification System (NAICS) code for this acquisition is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, size standard is $6.5million. The estimated release of the commercial solicitation, with attachments such as the performance work statement, is on/about 1 Aug 2006. The Government contemplates award of this requirement on/about 1 Sep 2006, with a performance start date of on/about 15 Sep 2006. This notice serves as preliminary information and does not obligate the government to award a contract, restrict the government in its ultimate acquisition approach, or obligate the government to pay for proposal cost. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DOD Central Contractor Registration (CCR) database and with the Online Representations and Certifications Application (ORCA), or risk having their proposals declared non-responsive. ORCA replaces most paper-based representations and certifications previously found in Section K of contractor proposals. Information on registration and annual confirmation requirements may be obtained by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov/. This solicitation is un-restricted. The government contemplates using the proposal evaluation prescribed in FAR Part 12, Acquistion of Commecial Items, and FAR 15.1, Best Value Tradeoff Process, which allows the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror.
