- NASA/GRC has a requirement for the upgrade of three (3)government-owned autoclave reactors to be used as Fisher-Tropsch Synthesis Reactors. NASA/GRC intends to purchase the items and services from the University of Kentucky Center for Applied Energy Research. The contractor will provide reactor modifications, documentation of all modifications being made, parts lists, catalysts, computer programs and technical support services. Part of the modification requires used of a method and devices for the production of liquid hydrocarbon products from gaseous reactants for which personnel of the University of Kentucky are the patent holders. Additionally the work will require the use of proprietary software for reactor mass balances and reactor effluent analysis. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 8, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications [are/are not] acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
