- The U. S. Environmental Protection Agency (EPA), Gulf Breeze, FL intends to enter into negotiations with Ciphergen Biosystems, Inc. for one (1) year service maintenance agreement for the ProteinChip? Biomarker System (serial# 2H399TC) time of flight tandem mass spectrometer and accompanying Autoloader (serial# PAL03263). This maintenance agreement includes all parts, travel, and labor necessary to repair these instruments, telephone support, software updates, emergency service calls, and one (1) preventative maintenance visit. The U. S. EPA believes Ciphergen Biosystems, Inc. is the only vendor capable of satisfying this requirement. The period of performance is expected to be for a twelve (12) month period starting 1 October 2006 and ending 30 September 2007. The NAICS Code for this procurement is 339111 and the Small Business Size Standard is 500 personnel. No request for quotation is available and this notice of intent is not a request for competitive quotes. All interested, responsible, sources must respond by 9 August 2006. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above and 2) provide itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received by 9 August 2006, to determine whether a qualified source is more advantageous to the Government, an order will be placed with Ciphergen Biosystems, Inc.
