Description
The U.S. Environmental Protection Agency has a requirement for construction of the East End Fire Egress Addition at its Robert S. Kerr Environmental Research Center in Ada, Oklahoma. Work consists of the construction of a 3 story, approximately 10,230 square foot addition to the existing research laboratory building, including relocating site utilities, new concrete pavement adjacent to the addition, and temporary access facilities. There is one option to replace the Main Building roof (approximately 14,000 square feet) and one option to replace the Library & Conference Center roof (approximately 7,000 square feet). The scope of the base project includes the following: demolition and relocation of site utilities, replacement of asphalt roadway and security gate sensors; relocation of standby generator; temporary laboratory gas storage, temporary loading dock facilities; selective demolition of the existing building; layout; excavation, over-excavation and structural backfill; earthwork; landscaping; site pavement; concrete pad footings; foundation walls; concrete slab on grade material and placement; concrete dowels; blockouts, ledges, equipment bases, grouting; concrete sealers; waterproofing and dampproofing; cast-in-place concrete structural framework, concrete beams, concrete flat plates; precast concrete infill panels; concrete unit and brick masonry; miscellaneous metal fabrications; miscellaneous rough carpentry, blocking, and support; thermal and acoustical insulation; waterproofing and dampproofing systems; interior and exterior sealants; firestopping; built-up roofing; roofing insulation; interior and exterior hollow steel doors, frames, and hardware; glazing for hollow metal doors and windows; wood doors; access panels; drywall materials and finishes; suspended ceilings; carpet installation; interior and exterior painting; visual display boards; window blinds; hydraulic passenger elevator complete; mechanical HVAC; blockouts, exterior penetrations; louvers; fire protection finish and trim; electrical as extension of existing, including telephone, data, and security systems; exterior penetrations; fire alarm system as extension of existing, and other miscellaneous work items. A firm-fixed-price contract is contemplated. The primary evaluation factors will be price, past performance, and extent of participation of small disadvantaged business concerns in the performance of the contract. The non-price evaluation factors, when combined, are approximately equal in importance to price. The anticipated contract performance period is 15 months after receipt of the notice to proceed. The estimated price range inclusive of options is between $2,000,000 and $3,000,000. The solicitation will be released through the internet on EPA?s home page at www.epa.gov/oam/cinn_cmd/. Prospective offerors can download the Request for Proposals and related documents from this website on or about August 8, 2006. This is an unrestricted acquisition. All responsible sources may submit a proposal which will be considered by the Agency.
