- The Naval Surface Warfare Center, Panama City, FL (NSWC PC) intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to Streamline Numerics, Inc. of Gainesville, FL. This requirement is for modification and installation of their proprietary computational fluid dynamics tool STREAM in a Government High Performance Computing Modernization Program ( HPCMP)/ Major Shared Resource Center (MSRC) computer system. This purchase is unsuitable for full and open competition for the following reasons. The STREAM software tool was developed by and is proprietary to Streamline Numerics, Inc. This effort involves further development of a technology that no one other than Streamline Numerics, Inc. could facilitate without severe duplication of effort, and consequently, at a much higher cost. Streamline Numerics, Inc. is the only source that can meet this requirement. Purchase will be awarded on the basis of the quote submitted in response! to the RFQ on or about July 25 2006. Delivery will be to the Naval Support Activity - Panama City, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. Period of performance will be through Dec 2007. NAICS 541511. FSC AJ24
