NAVY REGION SOUTHEAST HOUSING PRIVATIZATION CONSISTING OF INSTALLATIONS AT: NAVAL WEAPONS STATION CHARLESTON, (Charleston, SC); NAVAL AIR STATION JOINT RESERVE BASE FORT WORTH, (Fort Worth, TX); NAVAL CONSTRUCTION BATTALION CENTER GULFPORT, (Gulfport, MS); NAVAL AIR STATION JACKSONVILLE, (Jacksonville, FL); NAVAL AIR STATION KEY WEST, (Key West, FL);NAVAL SUBMARINE BASE KINGS BAY, (Kings Bay, GA); NAVAL STATION MAYPORT, (Mayport, FL);NAVAL AIR STATION MERIDIAN, (Meridian, MS);NAVAL SUPPORT ACTIVITY PANAMA CITY, (Panama City, FL);NAVAL AIR STATION PENSACOLA, (Pensacola, FL); NAVAL AIR STATION WHITING FIELD, (Pensacola, FL) ? Section 2801 of the National Defense Authorization Act for Fiscal Year 1996 (FY96), Public Law 104-106, 110 Stat. 186 (10 U.S.C. 2871-2885), as amended, provides a series of powerful authorities that allow the Department of Defense (DoD) and the military services to work with the private sector, nationwide, to build and renovate family housing and ancillary facilities in key areas of need. The DoD?s goal is to leverage private investment with DoN participation and to use a variety of private sector approaches to build and renovate family housing and ancillary facilities, faster and at a lower cost to American taxpayers. The DoN intends to utilize the unique powers and authorities provided under the legislation to ensure that safe, high quality, energy efficient, well-managed, affordable housing will be available to military families and members, as needed, over the long term at Naval Air Station Pensacola, Naval Submarine Base Kings Bay, Naval Air Station Whiting Field, Naval Air Station Jacksonville, Naval Air Station Key West, Naval Air Station/Joint Reserve Base Ft. Worth, Naval Air Station Meridian, Naval Weapons Station Charleston, Naval Construction Battalion Center Gulfport, Naval Costal Systems Station Panama City, Naval Station Mayport. Accordingly, DoN intends to become a partner in a public-private partnership or a similar business entity to provide such housing. Subject to the limitations of the authorities provided; the DoN will contribute up to $52.1 million and 7,041 existing homes of DoN-owned and DoN-occupied family housing, including related improvements and land to the partnership and accomplish the following: demolition of 1,479 units; market and divest 694 units; repair and renovate 3,335 units; replace 633 units; no work required on 1,533 units for an end state of 5,501 units. The DoN envisions the private partner (managing member) securing debt and/or contributing equity, as needed, over the long term to carry out the project. Acting on behalf of the partnership, the private partner will own, operate, manage and maintain the existing inventory of DoN-owned family housing units, and any new and replacement units constructed, including site infrastructure, for a term of 50 years. This acquisition will be conducted by the Commanding Officer, Naval Facilities Engineering Command, Southeast, Charleston, SC. In Step 1, Invitation to Offer (IFO), interested parties shall submit a Statement of Qualifications, in conformance with the outline contained in the IFO, describing their concept for development and approach to operate and manage the project: Past performance with regard to developments of a similar nature, scope and scale; and financial capabilities and capacities. Based on its evaluation of the SOQ submittals, Based on the evaluation of the SOQ submittals, it is the DoN?s intent to invite not more than four (4) Offerors to respond to the Step 2 Invitation for Proposals (IFP). THE STATEMENT OF QUALIFICATIONS WILL BE DUE ON AUGUST 24, 2006 AT 2:00 PM EASTERN STANDARD TIME This solicitation will be conducted in accordance with the terms and conditions contained in Section 2801 of the National Defense Authorization Act for Fiscal Year 1996, Public Law 1004-106, 110 Stat. 186 (10 U.S.C. 2871-2885). The Government intends to issue this solicitation exclusively through the Internet. It is anticipated that the IFO will be available no later than 25 July 2006 as Solicitation N62467-06-R-0083 on the Internet at http://esol.navfac.navy.mil Prospective offerors are encouraged to register themselves on the web site. The official plan holders? list, a list of all parties who have registered and requested a copy of the IFO will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
