Description
The Government intends to negotiate on a sole source basis and award to Advanced Acoustic Concepts, Inc. (AAC), 425 Oser Avenue, Hauppauge NY 11788, a contract for designing, and developing an acoustic simulation/stimulation hardware and software for installation at Manned Flight Systems, Naval Air Station, Patuxent River, Maryland. The anticipated date for award is 15 August 2006. Delivery shall be 18 months after receipt of order. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1( only one responsible source and no other supplies or services will satisfy agency requirements). The purpose of this procurement is to develop a standardized Common Acoustic Stimulator (CAS) to be used for multiple NAVAIR Programs. The CAS will ultimately support the needs of the SH-60B Trainer Upgrade (TU) HH/SH-60H/F and MH-60S Training System Upgrades (FAST) and MH-60R / MH-60B Tactical Operational Flight Triners (TOFT 4-7) tasks. AAC is and has been the sole source provider for the development, test, and integration the Common Acoustic Stimulator (CAS). AAC has supplied Acoustic Stimulators (AS) for integration in the MH- 60B/R TOFT Program and has developed and integrated the AS?s used on SH-60B TOFT, SH-60R TOFT. AAC is also the developer of the primary components of Supportability Working Group (SupWG) software utilized in the AS. The SupWG will be expanded to meet the current CAS requirement. Given the complexity of the system and the level of system knowledge required to complete the development of the current CAS and deliver the final software and hardware technical data and documentation for the SH-60B, HH/SH-60H/F, & MH-60R Training System Upgrades, AAC is considered the sole source possessing the expertise, internal technical data, equiment and experienced personnel necessary to successfully fulfill the government's requirements within current budget and time constraint. A solicitation will be issued on or about 09 August 2006. This procurement will result in a FFP contract. See numbered note 22 (substitute fifteen for forty five days).
