- The US Fish and Wildlife Service intends to make an award to Douglas McConnaughey for a 2-year duration in the amount of $20,000 to act as the facilitator/mediator for consultation between the US Fish and Wildlife Service and the Shoshone-Paiute Tribes. It is proposed to have Doug McConnaughey, former Tribal Advocate for the Shoshone-Paiute Tribes, act as facilitator/mediator for the consultation between the U.S. Fish and Wildlife Service, Snake River Fish and Wildlife Office, Boise, Idaho and the Shoshone-Paiute Tribes. Mr. McConnaughey knows the Tribes' history, contemporary policies, leaders and events, as well as the sensitive nature of the religious and cultural resources. He respects and works well with Tribal members and is a good communicator within the cultural context. Mr. McConnaughey is trained in Indian law and government and is enrollment eligible as a member of another tribe. The aforementioned aspects are critical to the success of the program - Wings and Roots, which Mr. McConnaughey conceived and articulated.
