- SYNOPSIS The U.S. Army Corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Priced contract for the design and construction of an 11 (eleven) kilometer Road through Sharana, Afghanistan. Coordinates for the ro ad are 68.73586E, 33.24997N to 68.88271E, 33.12270N. The current condition of the road is 11 (eleven) kilometers of unpaved road. The final improved state for the road shall consist of a smooth, DBST surface 6 (six) meters wide with 1.5 meter shoulders. Go od drainage and erosion protection shall be constructed along the entire alignment as needed. Bridges, culverts, gabion crossings, concrete wadi crossings or other related structures shall be constructed as required over the rivers and wadis that contain w ater and deep drainages that fill with water during the rainy season. Erosion control structures shall be constructed in flood areas to prevent road blockage and wash-out. Mountainous section of road have steeper and longer grades and may require significa nt drainage and slope protection. Contractor is responsible to verify site conditions. Award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 237310 with a small business size standard of $31M. The estimated value of the contract is between $1M and $5M. The pro posed contract will be awarded using best value trade-off process. Solicitation Number W917PM-06-R-0061, will be available on or about 18 August 2006. Interested parties are advised to submit their proposal 30 days after issuance of the RFP, which will be 17 September 2006. U.S. contractors must be registered in the Department of Defense CCR database prior to award. It is recommended that all other contractors register in CCR also. The contractor shall furnish his own labor, materials and equipment to accomplish the requirements. No electronic Proposals will be accepted.
