Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The North American Industry Classification System (NAICS) Code for this synopsis/solicitation is 334516 and the size standard is 500 employees. Purchase Request number F2BBAL6164A100 is issued as a Request For Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-11 (05 July 2006). The Government intends to award a contract for the following line item: CLIN 0001: Quantity: One (1); Unit of Issue: EA (each); Description: Field spectrometer with the following specifications: Spectral range ?C at least 380 to 2500 nm (can cover a broader spectral range) Spectral sampling ?C ?? 2 nm throughout spectral range. Spectral resolution ?C ?? 10 nm throughout spectral range as defined as FWHM Data collection speed ?C ?? 0.2 seconds for a single spectral acquisition (or collection rate ?? 5 Hz) ; Field of view (FOV) ?C two optical arrangements to produce FOVs in the following ranges: (1) 20 to 25 degrees and (2) 6 to 10 degrees Noise equivalent spectral radiance (NE??L) ?C average for a 1 second measurement utilizing the following configuration: a 1.5 to 2 m fiber optic cable with widest FOV (20 to 25 degrees), representative supporting measurement data is required: ?? 1 ?? 10-9 W cm-2 nm-1 sr-1 at 700 nm; ?? 3 ?? 10-9 W cm-2 nm-1 sr-1 at 900 nm; ?? 2.5 ?? 10-9 W cm-2 nm-1 sr-1 at 1400 nm; ?? 2.5 ?? 10-9 W cm-2 nm-1 sr-1 at 1500 nm; ?? 5 ?? 10-9 W cm-2 nm-1 sr-1 at 2100 nm; ?? 5 ?? 10-9 W cm-2 nm-1 sr-1 at 2200 nm. Operational temperature range ?C at least from 0??C to 40??C (required for operation in desert environments). Radiometric stability from measured data of representative instrument ?C standard deviation of a statistical sample of 1 second measurements taken over a minimum of 1 hour (determined for the following configuration: 1.5 to 2 m fiber optic cable with widest FOV), representative supporting measurement data is required: < 0.1 W m-2 nm-1 sr-1 at 500 nm; < 0.1 W m-2 nm-1 sr-1 at 750 nm; < 0.5 W m-2 nm-1 sr-1 at 1000 nm; < 0.25 W m-2 nm-1 sr-1 at 1250 nm; < 0.2 W m-2 nm-1 sr-1 at 1500 nm; < 0.1 W m-2 nm-1 sr-1 at 1750 nm; < 0.1 W m-2 nm-1 sr-1 at 2000 nm; < 0.1 W m-2 nm-1 sr-1 at 2250 nm. Must be field portable over rugged terrain with the following attributes: Backpack portable, Weight < 15 kg, Battery life ?? 4 hours in the field. Fiber optic cable and appropriate data acquisition hardware for ease of use. Must have a built in GPS receiver for integration of spectral data with location data. Position information must be associated with an individual spectral collection NIST traceable radiometric calibration ?? 7% at all wavelengths and for all viewing geometries/accessories. Spectral source for spectral calibration verification. Laboratory light source for reflectance measurements and mounting accessories. Data collection mode ?C must be able to take data in reflectance mode, radiance mode, and raw DN mode. Remote triggering for laboratory operation. Attachments for measuring both the full-sky irradiance and the component of the irradiance due to direct illumination from the sun. A 12 inch square reflectance standard such as Spectralon (TM) with calibration documentation and case. Mounting equipment for laboratory use of instrument (instrument stand, tripods, etc). Field replacable auxillary batteries. Battery charger. Along with your quote, please provide NEdL data in appropriate units (W/cm^2/sr/nm or equivalent) clearly identified. This data can span the entire spectral range but at a minimum is required at the identified spectral locations (700 nm, 900 nm, 1400 nm, 1500 nm, 2100 nm, and 2200 nm). The data are from a standard unit available for sale. Also, please provide data indicating radiometric stability. This data are the standard deviation of a statistical sample of 1 second measurements taken over a minimum of 1 hour, determined for the following configuration: 1.5 to 2 m fiber optic cable with widest FOV and in standard radiometric units (W/m^2/sr/nm or equivalent). The data are from a standard unit available for sale. To be delivered to Hanscom Air Force Base, Massachusetts 01731. FOB: DESTINATION. Inspection and acceptance: DESTINATION. AFFARS 5352.201-9101 OMBUDSMAN (10 AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
