- FA860406R7513-Request for FaceLab v4 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is FA8604-06-R-7513. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-07 effective 02 Feb 2006 and Class Deviation 2005-o0001 and DFARS Current to Change Notice 20060223. The solicitation incorporates by reference the following clauses: FAR 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5, and DFARS 252.204-7004 - Alternate A, 252.212-7001, 252.227-7013, and 252.227-7014. NAICS Code: 511210. This is a sole source requirement IAW FAR 6.302-1 to Seeing Machines, LTD, Canberra, AC, Australia, the only designer, developer, manufacturer, and supplier of the items in the attachment and below that meets the Government?s requirement. Therefore, please modify accordingly and submit with your quote. Delivery schedule is ten (10) days after receipt of order. Offeror must quote on all items or none. FOB Destination. SOLE SOURCE JUSTIFICATION 1. Seeing Machines Pty Ltd GPO Box 782 Canberra ACT 2601 Australia, is the only known source that can satisfy the government's requirements (AFRL/HECV) in accordance with FAR 6.302-1(b)(1)(ii). The requested equipment needs to be able to record eye, gaze, and head position on two screens without being mounted to the user?s head. The Seeing Machines system is desk mounted and has been shown to be the most robust system in a variety of research settings in industry and academia as well as US and Australia Defense departments. The objective is to record eye, gaze, and head positions of observers using two screens in the most naturalistic and least obtrusive way. The cost of having another company develop a similar system would be prohibitive. The alternative is to purchase a system that is head-mounted which is more obtrusive to the user. Other existing alternatives are also less capable than the Seeing Machines system. 2. This procurement will be synopsized in accordance with FAR Part 5. 3. The entire system will be purchased from Seeing Machines as per a quote from the POC Nick Langdale-Smith. 4. Therefore, it is hereby determined, Seeing Machines is the only source qualified to meet the government's requirements for this procurement.
