Description
Digital Integrated Air Defense System (DIADS) Installation and Integration Support The Air Force Information Warfare Center (AFIWC) 453rd Electronic Warfare Squadron (EWS) is currently seeking sources for a potential requirement for Digital Integrated Air Defense System (DIADS) Installation and Integration Support. The requirement will support the Electronic Warfare Operations (EWO) Flight with Distributed Mission Operations (DMO) events and Counter- Integrated Air Defense System (IADS) Analysis. This is a Sources Sought Synopsis only. This is not a solicitation announcement. This synopsis neither constitutes a Request for Proposal, nor does it restrict the AFIWC to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this synopsis is strictly voluntary. This Sources Sought Synopsis is in support of a market survey being conducted by the AFIWC to determine potential sources capable of fulfilling all requirements associated with supporting the simulation and scenario preparation, enhancements, and maintenance of DIADS at the AFIWC facility and at the contractor?s facility. Any resultant contract is anticipated to be a cost plus fixed fee type of contract. Firms responding to this sources sought synopsis are also requested to provide the AFIWC with relevant experience related to all requirements and knowledge areas included in this Sources Sought Synopsis. Responses must be submitted electronically to Cliff Wells, Contracting Specialist at clifton.wells@lackland.af.mil by 3:00 p.m. Central Daylight Time on 8 Aug 2006. In the event that electronic submission is not possible, responses can be forwarded in hard copy to the following address: HQ AIA/LGCK, Attn: Cliff Wells, 102 Hall Blvd, Ste 268, San Antonio, TX 78243. If responses are mailed, they must be received by 4 Aug 2006. No phone calls will be accepted. GENERAL TASKS: 1. DIADS Installation and System Administration Support. The contractor shall install new releases of the DIADS software at the 453rd EWS and conduct informal site acceptance testing. The contractor shall provide system administrative support for the DIADS software at the 453rd EWS. The contractor shall provide system administrative support for the Sun Solaris operating system at the 453rd EWS. The contractor shall provide information system administration support to include network, hardware, and software support. 2. DIADS Operation and Maintenance. The contractor shall provide Subject Matter Experts (SMEs) at the AFIWC to support the requirements development, modification and testing of new DIADS players and player libraries. The SMEs will also be required to support government personnel in the development and modifications of enemy IADS scenarios and laydowns for use with DIADS. The SMEs will also be required to coordinate and direct any DIADS enhancements with software engineers in order to accommodate failed tests, additional requirements discovered during testing and short turnaround emergency requirements. The contractor shall support government personnel in the installation and maintenance of the DIADS player library databases at the AFIWC. The contractor shall support government personnel in the operation of the DIADS model at the AFIWC. The contractor shall support government personnel in retrieving recorded data from archived DIADS files for post execution data analysis at the AFIWC. The contractor shall support in the preparation and testing of new DIADS releases at the AFIWC. 3. Software Tool Enhancements. The contractor shall provide general purpose software tools (scripts and patches) at the AFIWC for use with DIADS and other models as part of the analysis and exercise support. Scripts are required for the automatic retrieval of data from Department of Defense (DoD) databases and reformatting the data for use with the DIADS model. Scripts are also required to extract post-mission data from DIADS and display the data with government selected visualization programs. Software enhancements will be required to generate additional data, publish data and visualize data from DIADS during runtime. Patches will be required for DIADS software deficiencies. These patches will need to be seamlessly integrated into subsequent releases at no additional cost to the 453rd. 4. Exercise Support. The contractor shall provide support to government personnel in the setup, testing and operation of DIADS and other 453rd EWS models for Air Force (AF) and Joint Exercises. The contractor shall provide DIADS technical support and SME representation in government-sponsored technical interchange meetings (TIMs) regarding all levels of DIADS representation. The contractor shall provide support to government personnel in the production and presentation of any debriefing products that are required after an exercise. 5. Model Enhancements. The contractor shall support integration of DIADS into Distributed Interactive Simulation (DIS) and High Level Architecture (HLA) federations/exercises. Support will include, but is not limited to, system architecture enhancements, scenario development, capabilities testing, enhancements to new and existing players, and post exercises analysis. The contractor shall support the operational use of DIADS to include scenario development, player library maintenance and application of data analysis software. The contractor will support DIADS enhancements and the subsequent installations and testing of DIADS modifications required by the AFIWC. The contractor will support AFIWC test/analysis activities, on an as needed basis, by developing test requirements, preparing test plans and scenarios, conducting tests, performing data reduction and analysis, preparing test reports and recommending fixes/improvements to the 453rd EWS. The contractor will support the creation and modification of country specific IADS players required by DIADS to be used in analyzing IADS functional and operational issues to include the enhancement of existing and generation of new command and control (C2) players, surface to air missile (SAM) players, sensor players, ground control intercept (GCI) players and other required DIADS players as outlined by the 453rd EWS. The contractor will support the verification of the country specific IADS players and scenarios as needed. The contractor will establish and implement appropriate subcontractor, associate contractor and government liaison relationships to meet program requirements. The contractor will support other additional software enhancement requirements in support of 453rd EWS/EWO analytical and exercise efforts. 6. Verification and Testing. The contractor shall develop test plans and procedures. Test planning will be performed for new software enhancements, modifications to existing software capabilities and all new and existing player modifications. Test procedures will be consistent with test plans and the requirements documentation. The contractor shall schedule and conduct formal qualification and acceptance testing as per approved test plans and procedures. Test reports shall be provided for all formal tests. CAPABILITY REQUIREMENTS: 1. The contractor must be prepared to begin and implement required code changes within two (2) weeks of contract award. This will include having the resources to familiarize, manage and modify over 1,000,000 source lines of code (SLOC) that includes over 600,000 Ada SLOC. 2. The contractor must be able to fully explain all model components, processes and capabilities to customer satisfaction within two (2) weeks of contract award. This will include, but is not limited to, engineering level radar modeling and error distribution algorithms, multiple tracking algorithms, C2 track correlation algorithms, track management algorithms, internal messaging content and purpose, weapons assignment and allocation algorithms, Man-In-The-Loop operator procedures, synthetic operator algorithms and all components of the players and player libraries. 3. The contractor must be able to provide configuration control for source code while branched from DIADS and coordinate with the primary DIADS developer for integration back into the DIADS baseline without additional costs to the 453rd EWS. 4. The contractor must be able to completely brief and explain all future DIADS capabilities funded by other parties and how it would relate to 453rd use of DIADS. 5. The contractor (including on-site at AFIWC (OSAA) support personnel) must fully understand all DIADS interfaces and the models with which they are closely integrated. Those interfaces and models include, but are not limited to: DIS, HLA, Improved Many on Many (IMOM) Planner, IMOM Engineer, C2 link interface, ALARM radar model, Distributed Information Operations Constructive Environment (DICE). 6. The contractor (including OSAA personnel) must have DMO Flag exercise experience specifically related to Red/OPFOR IADS interactions with Blue/IFOR air entities. "Red/OPFOR" are the common terms for identifying the enemy (non-US/coalition) forces in an exercise event. "Blue/IFOR" is the common exercise term for the US/Coalition forces in an exercise event. OPFOR is Opposing Forces and IFOR is Intervening or Interceding Forces. 7. OSAA support personnel must have complete understanding of all input data used by DIADS and all recorded data generated by DIADS within one (1) week of contract award. 8. OSAA support personnel must have SME knowledge of enemy IADS systems, structure and operating procedures and the databases (ex. MIDB) that host the related information within one (1) week of contract award. 9. OSAA support personnel must provide all required Unix system administration within one (1) week of contract award. 10. OSAA support personnel must have sufficient knowledge of all model capabilities to present briefings to AFIWC and 453rd management, visiting organizations and other personnel within one (1) week of contract award. OSAA support personnel must be able to responsibly represent 453rd EWS in government sponsored meetings (TIMs, planning conferences, etc) within one (1) week of contract award.
