- SOLE SOURCE ACQUISITION FOR INSTALLATION OF FIBER OPTIC LINE RFQ #: FA4809-06-Q-0210 The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to DeTect Inc. Required service is to install and start-up a fiber optic line for MERLIN bird detection radar system to the center tower at Dare County Bombing Range. The Statement of Objective is as follows: a. DESCRIPTION OF ACTION: The action required is to upgrade the existing Mobile Avian Radar System (MARS) bird detection system (BDS) to establish usable remote display data output to the range center tower for use by range control officers at the Air Force Dare Bombing Range. b. DESCRIPTION OF SERVICES: The following items are needed to fully install and run the Fiber Optic line from the Mobile Avian Radar System (MARS) Bird Detection System to the Range Center Tower. Provide and install: 1. Two Dell Power Connect 2724 switches 2. 930 feet of corning brand 12 strand 50/125 micron multi-mode fiber optic backbone data line 3. Two wall-mount fiber enclosures, one per end, loaded with two 6-port SC type couplers 4. Terminate all 24 strands of fiber using SC type terminations 5. Provide two each 1-meter SC to LC fiber patch cords for connection from fiber cabinets to switches equipment 6. Fiber line will be tested and certified IAW TIA/EIA TSB 67, TIA/EIA TSB 95 7. Restart and test MERLIN system for remote display read-out in tower and remote control and administration This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 31 July 06 at 2:00 P.M.
