This is not a formal solicitation. This synopsis is not considered a request for proposals. No solicitation documents are available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. This notice will be used to determine if a comparable source of offerors are available. A determination by the Government not to compete the proposed contract based on this notice is solely within the discretion of the Government.
