- SELF CONTAINED SELF RESCUER (SCSR) MSHA (Mine Safety and Health Administration) is looking for vendors that can provide approved SCSRs, which are designed to provide oxygen in sufficient quantities to provide a breathable atmosphere for at least one hour. Providing this capability to MSHA personnel to enhances their ability to survive an emergency situation while performing their inspection duties at underground coalmine. Providing reliable SCSRs enables the Agency to ensure the same personal protection for emergency escape that is required for coal miners by MSHA regulations in 30 CFR Part 75es. MSHA may in the near future purchase as many as 1000 SCSRs.
