Description

The Federal Bureau of Prisons has a requirement for the provision of a Unarmed Guard Services for inmate population at the metropolitan Detention Center (MDC) located in Guaynabo, Puerto Rico 00965. The small business standard for this requirement is $ 11.5 million and the NAICS is 561612. The contractor, upon verbal request from the MDC Guaynabo Chief Correctional Supervisor or designee, who will serve as the contract monitor, shall assign a guard to receive a federal prisoner at the hospital, designated by the contract monitor. The contractor shall be responsible for the secure custody of all federal prisoners from the time the prisoners are accepted for custody by the contractor, until they are properly removed from custody by an authorized Federal Official designated by the MDC. Adequate secure custody requires that physical control of the prisoner by the contractor shall be sufficient to prevent escape, especially when the prisoner is not within the confines of a holding facility (cell) or restrained through the use of restraining devices. The contractor would be responsible for maintaining constant guard over, and direct visual observation of the prisoners at all times. The contractor shall apply the minimum restraints Bureau policy requires. The contractor shall abide by all applicable federal, state, and local laws and regulations. It is estimated that the contractor will perform 1200 one hour sessions per year. The contractor shall be a licensed Security Guard Service Provider in the Commonwealth of Puerto Rico. The contract period will consist of 12 month base period and four 12-month option periods for renewal. The work expected to start on or about October 1, 2006. A Government proposal to provide these services is being developed and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to the announcement is voluntary and the Government will not pay for information provided to the Government. The Market Research Survey Questionnaire will be available on or about July 28, 2006, and will be distributed solely through General Service Administration, Federal Business Opportunities web site http://www.fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition, including solicitation and/or amendments, will be distributed solely through this site to ensure that they have the most up-to-date information regarding this acquisition. The response date for the market survey is August 07, 2006. No collect calls will be accepted. No telephone request or written request for the market survey will be accepted. All responses to the Market Survey Questionnaire may be submitted in hard copy to U.S. Department of Justice, Federal Bureau of Prisons, Metropolitan Detention Center, Guaynabo, Intersection of Road 165 and Road 28, Guaynabo, Puerto Rico 00965, Attn: Heriberto Pagan, Contracting Officer.
